Asset Confiscation Bill is being discussed! DPR targets to be valid in 2026
JAKARTA - Deputy Speaker of the House of Representatives Saan Mustopa said that the discussion of the Asset Confiscation Bill (RUU) was targeted to be completed in 2026. This target is in line with the inclusion of the Asset Confiscation Bill into the 2026 Priority National Legislation Program (Prolegnas).
"This is it, once again, this is the priority of the 2026 Prolegnas Priority, as much as possible, we will try," Saan told reporters at the Parliament Complex, Jakarta.
Saan explained that currently the DPR is still focusing on discussing a number of important substantive matters in the Asset Confiscation Bill. During this process, Commission III of the DPR will involve various stakeholders, ranging from academics, legal practitioners, to civil society groups.
"We will open the widest possible space for public participation of the community regarding the discussion of the Asset Confiscation Bill," he said.
According to Saan, one of the issues that is still being discussed is the asset recovery mechanism (asset recovery) and the management of confiscated assets. Various proposals, including the establishment of a special institution to manage assets, will still be studied during the discussion.
"Regarding various proposals, including asset management institutions and so on, we will see in the development of the discussion. Whether it will be necessary or not, we will see later," he said.
Meanwhile, the Chairman of Commission III of the DPR, Habiburokhman, said that discussing the Asset Confiscation Bill would take longer because it was a new law, not just a revision of existing rules.
"Therefore, there are certainly more things to be discussed than the laws that we discussed here yesterday, such as the Criminal Code, the Police Law, which only discusses several articles. We create one law from the very beginning," said Habiburokhman.
He emphasized that Commission III of the DPR would maximize the absorption of aspirations from various parties before the discussion entered the next stage. According to him, public involvement is an important part so that the regulations that are drafted have a strong foundation and can be implemented effectively.
The Asset Confiscation Bill has long been one of the regulations that are eagerly awaited to strengthen efforts to eradicate corruption, especially in the return of assets from criminal acts to the state. With the inclusion in the 2026 Priority Prolegnas, the DPR targets the discussion to be completed this year.
