Coordinating Minister Yusril Emphasizes Presidential Regulation 111/2025 is Not a Special Regulation for LGBTQ

JAKARTA - Coordinating Minister for Legal, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra emphasized that Presidential Regulation Number 111 of 2025 concerning the General Defense Policy of the State for 2025-2029 is not a regulation that specifically regulates Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ).

"This regulation must be understood in its entirety as a guideline for the country's defense policy. The Presidential Decree is a follow-up to Law Number 3 of 2002 concerning National Defense," said Yusril as reported by ANTARA, Thursday, July 9.

Yusril explained that in the general policy of national defense, the government grouped threats to national security into three categories, namely military threats, non-military threats, and hybrid threats.

According to him, LGBTQ is only one element that is mentioned in the context of non-military threats to the existence of nations and states.

He also emphasized that the government had no plans to draft a special law regarding LGBTQ. Until now, he said, there has been no discussion in the government or the DPR regarding the drafting of the regulation.

Yusril said that non-military threats have a wide scope, not only related to social and cultural issues, but also include natural disasters, disease outbreaks, global warming, the spread of atheism, and other ideas that are contrary to Pancasila.

Therefore, he asked the public not to understand Presidential Regulation Number 111 of 2025 only from one particular issue, because the country's defense policy covers various aspects, including ideological, social, cultural, and public mindset resilience.

He explained that the military threat is a threat in the form of the use of armed force, both from outside and from within the country.

"While non-military threats are much broader, including those related to ideology, culture, lifestyle, and efforts to influence public opinion," he said.
