PU Ministry Says New Rules for Toll Road SPM Published October 2026
JAKARTA - The Ministry of Public Works (PU) targets that the preparation of new regulations related to the Minimum Service Standard (SPM) of toll roads can be completed in October 2026.
The new policy is targeted to be implemented this year.
Director General of Road Construction of the Ministry of PU Roy Rizali Anwar revealed that the draft Toll Road Regulation had actually entered the finalization stage.
However, there is still one stage that must be completed, namely the principle approval from the Ministry of Finance (Kemenkeu).
The reason is that the latest policy will include administrative sanctions in the form of administrative fines that fall into the category of non-tax state revenue (PNBP).
"We convey the development of the preparation of the draft Regulation of the Ministry of Transportation for Toll Roads in 2026. The preparation begins with the approval of the permit for the initiative from the Minister of PU on February 26, 2025, followed by public consultation on December 1, 2025, and harmonization with the Ministry of Law on April 8, 2026," said Roy in a Public Hearing (RDP) with Commission V at the Parliament Complex, Senayan, Jakarta, Thursday, July 9.
Roy said, in the finalization phase, the government needs to ensure that the basis for imposing administrative sanctions does not collide with the rules for state revenue. For this reason, the PU Ministry has submitted a principle permit to the Ministry of Finance through the PU Minister's Letter No. PW0105/B/Mm/2026/11 dated June 4, 2026.
According to him, after the study at the Ministry of Finance is completed, the discussion will be resumed together with the Ministry of Law for final harmonization before the official regulation is enacted.
"After the PNBP principle permit is determined by the Ministry of Finance, the process will continue with harmonization with the Ministry of Law and is targeted to be enacted through a Ministerial Regulation (Permen) in the third week of October 2026," he said.
However, Commission V of the DPR RI highlighted the target for the issuance of the latest rules.
Chairman of Commission V of the House of Representatives, Lasarus, asked that the preparation of the policy be accelerated, considering that the rule is considered important to strengthen supervision of toll road services.
"This, in my opinion, should be a priority for the Director General (Roy Rizali) to be resolved immediately. I just asked, when will this come out?" said Lasarus.
Responding to this, Roy ensured that the PU Ministry targeted the third week of October 2026 as the deadline for issuing the regulation, provided that the PNBP approval from the Ministry of Finance could be issued immediately.
"Our target is the third week of October 2026, because now we are waiting for the approval of the PNBP at the Ministry of Finance, after that we will harmonize it again with the Ministry of Law, then it will be enacted. We try to do it no later than October 2026," he added.
