The Government Disbursed Rp1.29 Trillion to Restore Post-disaster Drinking Water Services in Aceh
JAKARTA - The government has allocated an estimated Rp1.29 trillion to accelerate the recovery of drinking water services in a number of disaster-affected areas in Aceh Province.
The budget is used to build and rehabilitate the drinking water supply system (SPAM) in nine regencies/cities so that the public can regain access to clean water.
Minister of Public Works (PU) Dody Hanggodo said that the recovery of basic infrastructure after the disaster was one of the government's priorities.
However, the focus is not only on pursuing project completion, but also ensuring that the results of development are more resilient and sustainable.
"The recovery process continues and shows positive progress. However, our focus is not only on accelerating completion, but also ensuring the quality of the recovery results to be more resilient, targeted, and sustainable," said Dody as quoted from a written statement, Thursday, July 9.
The budget of around IDR 1.29 trillion is an accumulation of three packages of post-disaster SPAM handling which is currently being worked on by the Directorate General of Construction of the Ministry of PU.
1. First Package
The first package has a contract value of IDR 516.59 billion for SPAM handling in Aceh Tamiang I Regency, North Aceh, Central Aceh and Gayo Lues. As of July 1, 2026, the physical progress of the work has reached 37.59 percent.
The scope of work on the package includes the construction and improvement of four SPAM systems, the construction of five shallow boreholes and 25 deep boreholes, the construction of three new Water Treatment Plants (IPA) with a total capacity of 250 liters per second (Lps) and one tapping point of the PDAM network.
2. Second package
Meanwhile, the second package includes SPAM handling in Aceh Tamiang II Regency, East Aceh and Langsa City, with a contract value of IDR 246.69 billion. As of early July 2026, the progress of work reached 35.22 percent.
The work on the package includes the construction of four SPAM systems supported by the construction of 10 shallow boreholes, 20 deep boreholes, one surface water source, one PDAM tapping point and two new IPA with a total capacity of 70 Lps.
3. Third Package
The third package was carried out in Pidie Jaya Regency, Bireuen and Bener Meriah with a contract value of IDR 526.42 billion.
As of July 1, 2026, the physical progress of the work has reached 39.52 percent.
The package includes handling nine SPAM systems through the construction of one shallow bore well, 50 deep bore wells, one surface water source and three new IPA with a total capacity of 160 Lps.
In addition, IPA 40 Lps SPAM Meureudu and rehabilitation of SPAM Ulim in Pidie Jaya Regency were built, IPA 2×50 Lps SPAM Teupin Mane and rehabilitation of SPAM Bukit Mulia in Bireuen Regency were built, and IPA 20 Lps SPAM Lampahan and rehabilitation of SPAM Janarata in Bener Meriah Regency were built.
To accelerate the completion of the project, the PU Ministry together with the contractor implemented a number of strategies.
Starting from the addition of labor and working hours, acceleration of the engineering process and approval of the design in parallel, the use of steel structures for compact buildings, prefabrication of steel IPA components to the addition of heavy equipment in the form of cranes.
Through the handling of SPAM after the disaster, the government hopes that drinking water services in the affected areas can be recovered immediately, so that the community can regain access to clean water.
Meanwhile, on the other hand, the construction is also expected to strengthen the resilience of basic infrastructure as well as support the recovery of social and economic activities of the people in Aceh.
