LGBTQ Classified as Non-Military Threat, Bogor DPRD Urges Mayor to Issue P4S Regulation

BOGOR - Member of the Bogor City Council (Wali Kota) Mulyanto, said that the implementation of Regulation Number 10 of 2021 concerning the Prevention and Combating of Sexual Deviance (P4S) should be regulated by the City Regulation (Perda).

The demand was conveyed following the issuance of Presidential Regulation (Perpres) Number 111 of 2025 concerning the General Defense Policy of the State for 2025-2029. In the annex to the presidential regulation, the spread of the LGBTQ culture is listed as one form of non-military threat to national resilience.

According to Dedi, the Bogor City Government actually has P4S Regulation. However, without technical rules, the implementation of the regulation is not considered to be optimal.

"The P4S regulation has been enacted since 2021. This means that Bogor City does not start from scratch. What we need now is the courage of the executive to issue the Perwali so that this regulation is not only a legal document, but actually works to protect the community," said Dedi in his statement, Monday, July 6.

The PKS politician from the Bogor South Electoral District assessed that the inclusion of the issue of the spread of the LGBTQ culture as a non-military threat in Presidential Regulation 111 of 2025 shows that the issue is no longer seen as a private issue, but is also related to social resilience, family resilience, and the future of the younger generation.

Therefore, he asked the Perwali P4S to be immediately issued so that it can become a guideline for the implementation of prevention, education, guidance, supervision, coordination across regional devices, to family protection.

"This is not about hating people. This is about the state and the region being present to protect families, children, adolescents, and the community from increasingly open and organized campaigns of risky sexual behavior. The government must have clear instruments," he said.

Dedi assessed that the existence of the Perwali is also important to clarify the division of tasks between institutions, ranging from the Health Office, the Education Office, the Social Office, DP3A, Satpol PP, sub-districts, villages, to involving religious figures, educational institutions, and the community.

"Without the Governor, coordination can be weak. The regulation has given direction, but the technicalities must be lowered. Who does what, what is the flow, what is the prevention, who is the trainer, where the community reports, everything must be clear," he said.

In addition to urging the issuance of the Perwali, Dedi also expressed his support for the steps of the Indonesian Ulema Council (MUI) which encouraged the government to take more decisive steps regarding the spread of LGBTQ behavior.

According to him, MUI has a strategic role in strengthening public morale and family resilience and becoming a partner of the government in providing education to the community.

"We fully support MUI and are ready to synergize so that Bogor City has strong social, legal, and educational barriers. The goal is clear, to protect the citizens of Bogor City, especially children and young generations, from the spread of LGBT behavior that is contrary to religious values, social norms, and family resilience," he said.

Dedi assessed that the local government needed to immediately respond to this development with concrete steps through the issuance of P4S Perwali.

He also proposed that the preparation of Perwali involves various stakeholders, including ulama, academics, health workers, psychologists, educators, and community organizations so that its implementation has a comprehensive foundation.

"Don't wait for the problem to get bigger. The regulation is there, the national context is clear. Now is the time for the Bogor City Government to move. Issue the P4S Perwali so that there are clear guidelines in its implementation," concluded Dedi.
