Free for More than a Month, Sinaksak-Simpang Panei Toll Will Soon Be Billed

JAKARTA - After being operated without tariffs for more than a month, the Kuala Tanjung-Tebing Tinggi-Parapat Toll Road (Kutepat) Section 4 Sinaksak-Simpang Panei segment along 12.55 kilometers will soon be charged a tariff alias paid.

It is known that PT Hutama Marga Waskita (Hamawas) as the toll road manager stated that the implementation of the tariff would be carried out in the near future.

This followed the issuance of the Minister of Public Works (Kepmen PU) Decree Number 6938/KPTS/M/2026 concerning the Determination of Motor Vehicle Type and Toll Road Tariff Rates for a Portion of Section 4 of the Sinaksak-Simpang Panei Segment.

Hamawas President Director Dindin Solakhuddin said that during the period of operation without tariffs, public enthusiasm for the toll road was quite high.

"Tol Sinaksak-Simpang Panei has previously operated without tariffs for more than a month since Friday, May 1," Dindin said in a written statement, Thursday, June 25.

During this period, public enthusiasm was very high with the number of vehicles passing reaching 599,514 vehicles at the moment of Nataru 2025/2026 and 77,098 vehicles during the Eid al-Fitr 2026 holiday.

According to him, the presence of the toll road provides benefits in the form of time savings, increased connectivity between regions, as well as supporting regional economic growth.

In addition, the Sinaksak-Simpang Panei Toll Road is also considered to play an important role in facilitating public access to the Lake Toba tourist area, which is one of the national flagship tourism destinations.

In supporting toll road operations, Hamawas ensures that all facilities and services have met the Minimum Service Standard (SPM).

Currently, the Sinaksak-Simpang Panei toll road is supported by 16 operational fleets, 32 personnel, 30 CCTV cameras and four Variable Message Signs (VMS).

"We have prepared operational service officers who are on duty 24 hours a day, ranging from patrol teams, rescue, tow truck officers and paramedics. They have also been equipped with readiness training, fire simulation on toll roads and vertical rescue to provide excellent service to road users," he said.

Before being operated, the toll road section has undergone a series of Test of Function and Operation (ULFO) and obtained a Certificate of Function and Operation (SLFO) on November 17, 2025.

The testing process involves the Ministry of Public Works (PU), the Ministry of Transportation (Kemenhub) and the Indonesian National Police

From the results of the assessment, the Sinaksak-Simpang Panei Toll Road obtained the 5-Star rating as a form of recognition for the readiness of toll road infrastructure, services and safety aspects.

Ahead of the tariff implementation, Hamawas has also carried out socialization to the public through various communication channels, ranging from social media, mass media, radio to outdoor media such as VMS, banners and billboards.

The socialization includes driving procedures on toll roads, the use of electronic money cards, available facilities, and the strategic role of toll roads for regional development.

"We hope that this socialization can increase public understanding regarding safety and driving ethics on toll roads, the importance of sufficient balance of electronic money cards, and provide information regarding the benefits of toll roads and the plan to implement the Sinaksak-Simpang Panei toll road tariff," he added.
