Land Bank manages 34,806 hectares of land until the first quarter of 2026
JAKARTA - The Land Bank recorded a stock asset of 34,806 hectares until the first quarter of 2026.
Of the total area, 11,823 hectares or 33.9 percent were allocated for agrarian reform on the Land Bank Management Rights (HPL).
Apart from agrarian reform, land with an area of 1,184 hectares is allocated for public and government interests.
Meanwhile, 1,947 hectares are for the utilization of HPL and 19,852 hectares as land reserves.
Lecturer at the Faculty of Law, Gadjah Mada University, Oce Madril said that the Land Bank which was formed through Government Regulation (PP) Number 64 of 2021 was the implementation of Article 125 of Law Number 6 of 2023.
In his statement quoted from the Constitutional Court's official website after the continuation of the trial of the material test of Law Number 6 of 2023, Oce said that the Land Bank is a non-profit institution that does not aim to make a profit even though it receives income from the land utilization service tariff through cooperation with third parties.
According to him, the revenue is used for land management as well as maintaining the sustainability of the institution's operations.
"The income obtained is also used to maintain operational sustainability so that the Land Bank Agency does not burden the state budget continuously," he said.
Oce also stated that conceptually the Land Bank meets the criteria as a public legal entity, both in terms of the legal basis for its establishment, organization, authority, capital and assets as well as its accountability.
He assessed that the Land Bank carried out the function of beheersdaad as part of the State's Controlling Rights (HMN) to manage land for various public interests.
In a separate plenary session, former Minister of Agrarian and Spatial Planning/Head of BPN for the period 2016-2022, Sofyan Djalil, said that the Land Bank was formed to bridge the needs between land policy and its implementation in the field.
Sofyan assessed that the Land Bank is a sui generis or hybrid institution that carries out operational authority over the Management Rights (HPL) as part of the HMN.
He explained that the existence of the Land Bank Agency was aimed at ensuring that state land could be managed more effectively to support agrarian reform and public interests.
"Land Bank does not own land for itself. Land Bank owns land to be used for greater interests, including how the land can be distributed to the people, so that the public has access to land," he explained.
