Soroti Proyek Bermasalah, DPRD Minta Pemprov DKI Blacklist Vendor Wanprestasi
JAKARTA - The D Commission of the DKI Jakarta DPRD highlighted that there were still providers of goods and services who did not complete the work according to the procurement contract. This condition is one of the notes in the discussion of the Regional Regulation Draft (Ranperda) on the Accountability for the Implementation of the 2025 Fiscal Year APBD (P2APBD).
In the Budget Committee (Banggar) meeting, Commission D asked the local government to take more decisive steps against providers who were proven to be underperforming. One of them is by putting problematic companies on the procurement blacklist.
"Suppliers of goods and services who have proven to have broken their promises should be blacklisted," said Chairman of Commission D of the DKI Jakarta DPRD Yuke Yurike, quoted Wednesday, June 24.
According to Yuke, firmness against providers is needed to prevent the recurrence of the same problem in regional development projects. Commission D also asked the heads of regional devices under the coordination of the Assistant for Development and Environment of the DKI Jakarta Regional Government not to hesitate to impose sanctions on providers who violate contracts.
Apart from procurement issues, Commission D encourages strengthening oversight of regional strategic programs. One of its recommendations is to ask the DKI Jakarta Inspectorate to conduct a probity audit on programs and activities that are considered strategic.
The audit is considered important to ensure that every stage of project implementation runs according to the rules, planning, and targets that have been set.
"Probity audits are also expected to be able to minimize the potential for fraud at every stage of physical activities or work," said Yuke.
Commission D believes that stricter supervision needs to be carried out from the planning stage to the implementation of the project. That way, potential deviations can be detected early and do not cause losses to the region.
On the same occasion, Commission D also asked the Head of the DKI Jakarta Goods and Services Procurement Service Agency (BPPBJ) to be more selective in processing the selection of suppliers. Assessment of the company's track record is considered to be a concern so that government projects do not return to problems in the middle of the road.
"Ensure that the provider who wins is a professional company or vendor. Not defective in carrying out its obligations," explained Yuke.
