AMPHURI 2026 Mukernas in Palembang Discusses e-Wallet Umrah to the Latest Hajj and Umrah Regulations
PALEMBANG - The General Chair of the Central Board of the Association of Muslim Hajj and Umrah Organizers of the Republic of Indonesia (AMPHURI), Firman M Nur, emphasized that the National Working Conference (Mukernas) of AMPHURI 2026 is an important momentum for all members to evaluate the organization's performance as well as formulate strategic steps to face changes in the management of Hajj and Umrah in Indonesia.
This was conveyed by Firman when opening the 2026 AMPHURI Mukernas which was held at the Novotel Palembang Hotel, Tuesday (23/6/2026) evening.
According to Firman, based on the Articles of Association and the House of Representatives (AD/ART) of AMPHURI, the Mukernas is a forum for member deliberation held annually by the Board of Directors and attended by all members to evaluate the ongoing work program and prepare the next year's work agenda.
"Through this 2026 Mukernas, AMPHURI is determined to consolidate and strengthen the strategic steps of the organization in fighting for the interests of the people through work programs and concrete actions," said Firman.
Mukernas Becomes a Strategic Forum to Discuss the Future of Hajj and Umrah
Firman explained that as the second highest forum after the National Congress (Munas), the Mukernas is expected to be able to produce various recommendations and strategic policies related to the organization of the hajj, umrah, and Muslim tourism.
Therefore, the 2026 Mukernas also presents a public dialogue that discusses the issue of the Umrah e-Wallet, an idea that was discussed by the Minister of Hajj and Umrah. The dialogue presents speakers from the Ministry of Hajj and Umrah as well as actors in the pilgrimage and umrah travel business.
Law Number 14 of 2025 is Considered to Present Hope and Concerns
Firman highlighted the issuance of Law Number 14 of 2025 concerning the Third Amendment to Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah which was enacted on September 4, 2025.
According to him, the new regulation presents both hope and anxiety among business actors.
"On the one hand, this regulation opens a new chapter in the provision of more professional, transparent, and accountable Hajj and Umrah services. On the other hand, there is a concern that centralization of management can reduce the role of business actors in the Hajj and Umrah ecosystem," he said.
He added that the future of Indonesia's haj and umrah governance is currently directed at strengthening the protection of pilgrims, digitization of services, and the sustainability of the haj and umrah economic ecosystem based on keumatan.
Carrying the theme "Firmly Anchored, Tough to Overcome", the 2026 Mukernas is a platform for organizational consolidation to strengthen AMPHURI's role as a professional organization in nurturing and empowering its members.
AMPHURI Receives National Award from the National Commission for the Disabled
On this occasion, AMPHURI received the Inclusion Initiative Award (API) from the National Commission for the Disabled (KND) of the Republic of Indonesia.
The award was given as a form of appreciation for AMPHURI's commitment to realizing an inclusive haj for people with disabilities from 2024 to 2026.
"We should be grateful and proud of the appreciation given by KND. This is motivation for AMPHURI to continue to provide a friendly and inclusive Hajj service for all pilgrims," said Firman.
Firman quoted the statement of the Chairman of KND, Dante Rigmalia, who said AMPHURI deserved to receive a national award in the form of the Inclusion Initiative Award for its contribution in supporting the rights of people with disabilities in the implementation of the hajj.
AIBF 2026 Presents International Partners
In addition to the organizational agenda, the 2026 Mukernas is also linked to the implementation of the AMPHURI International Business Forum (AIBF).
The business forum brought together AMPHURI members with various national and international strategic partners from Saudi Arabia, Turkey, and Egypt to strengthen cooperation in the haj, umrah, and Muslim tourism sectors.
In the same event, AMPHURI also gave the AMPHURI Award to media that was considered to contribute to supporting the Hajj and Umrah ecosystem. This year, the award for The Best TV Media Support for Hajj & Umrah was given to TV One.
Mukernas 2026 Recommendation: Involve the Association in the Preparation of Regulations
The 2026 AMPHURI Mukernas also discussed a number of strategic recommendations to be submitted to the government.
One of the main recommendations is to urge the Ministry of Hajj and Umrah to involve the association of Hajj and Umrah organizers in every formulation of derivative regulations from Law Number 14 of 2025.
Firman assessed that the involvement of associations was important so that the policies issued were in line with President Prabowo Subianto's vision in building a halal-based haj and umrah economic ecosystem.
In addition, AMPHURI also highlighted the still rampant practice of non-procedural umrah or independent umrah which was considered not to have received firm action.
"We hope that the government will always involve the associations of Hajj and Umrah business actors in the preparation of regulations so that together they can create a strong and sustainable Hajj and Umrah ecosystem," said Firman.
AMPHURI also urges the government to immediately activate the Civil Servant Investigator (PPNS) to strengthen supervision and action against violations of non-procedural umrah arrangements.
Soroti Haji and Umrah Guidance Certification
Apart from the issue of supervision, AMPHURI asked the Ministry of Hajj and Umrah to immediately issue technical rules regarding the certification of Hajj and Umrah guides as mandated in the Decree of the Minister of Hajj and Umrah (KMHU) Number 19 of 2025.
According to Firman, the regulation currently only regulates the basic certification scheme, while the certification mechanism through the refreshment and portfolio schemes does not have clear technical instructions.
"We ask the Ministry of Hajj and Umrah not to be half-hearted in issuing rules. The association must be involved so that the regulations that are born can answer the needs of the industry while improving the quality of services to pilgrims," he concluded.
