Russia Ready to Negotiate with Ukraine Based on the Anchorage and Istanbul Agreements

JAKARTA - President Vladimir Putin on Tuesday said Russia was ready to negotiate with Ukraine based on the Anchorage and Istanbul agreements and the reality on the ground.

Speaking at a meeting with government officials, President Putin underlined the stalled negotiation process on Ukraine's initiative.

"Russia is ready for peace talks with Ukraine based on the agreement reached in Istanbul," he said, launching Anadolu (24/6).

"Based on the agreement reached in Istanbul, on the modalities discussed in Anchorage, and, most importantly, on the reality on the ground," he said.

President Putin said Ukraine was trying to create favorable conditions for itself ahead of a possible resumption of stalled peace negotiations by carrying out an attack inside Russia.

Russia and Ukraine held three rounds of renewed peace talks last year in Istanbul - on May 16, June 2 and July 23 - which resulted in a major prisoner exchange and a draft memorandum outlining the positions of both sides for a potential peace deal.

Afterwards, President Putin held a meeting with US President Donald Trump in Anchorage, Alaska on August 15, 2025, resulting in a 28-point peace plan, which was later revised to 20 points. However, Ukraine reportedly rejected any territorial concessions.

Under US mediation, Moscow and Kyiv also held three rounds of peace talks earlier this year on January 23-24, February 4-5, and February 17-18.

The first two rounds were held in Abu Dhabi, while the third took place in Geneva. But the process stalled after the US-Israeli war against Iran.

Far earlier in the spring of 2022, a draft peace agreement between Russia and Ukraine, agreed upon during face-to-face negotiations, began in Istanbul.
