Student at SMAN 6 Dies Due to Hanging Cable, Kenneth DPRD DKI Demands Audit of Jakarta's Total Utility Network
JAKARTA - The death of a student at SMAN 6 Jakarta, Neisha Amalia Evrian Putri (16), due to an accident triggered by a hanging cable on Jalan Leuser, Kebayoran Baru, South Jakarta, triggered demands for the DKI Jakarta Provincial Government (Pemprov) to improve the management of utilities in the capital.
Member of the DKI Jakarta DPRD, the PDI Perjuangan Faction, Hardiyanto Kenneth, asked the DKI Provincial Government not to stop at the investigation process of the case. The government is also encouraged to conduct a total audit of all aerial cable networks in Jakarta to prevent similar incidents from happening again.
Kenneth assessed that the incident that took the life of a 16-year-old student was not just a normal traffic accident. According to him, the incident is proof of the still weak supervision of utility infrastructure spread across various areas of Jakarta.
"I express my deepest condolences to the victims' families. But behind this grief, there are serious issues that must be corrected. This is not just an ordinary accident, but an indication of negligence in the management of utility infrastructure that has the potential to endanger the community," Kenneth said in his statement, Tuesday, June 23.
The politician, who is familiarly called Kent, asked the government and related agencies to investigate the exact cause of the incident, including ensuring that the party responsible for the cable that hung at the accident site. According to him, if there is an element of negligence from the company that owns the utility network, a firm sanction must be imposed.
"Don't let this case stop at mere concern. There must be evaluation and clear enforcement of responsibility. The safety of citizens must not be defeated by weak supervision and poor governance of utilities. If proven negligent, the utility company must be fined the maximum fine, freezing of permits, to full responsibility to the victim's family," he said.
He highlighted that there are still many aerial cables that hang and are messy in a number of roads even though Jakarta has Regional Regulation Number 8 of 2025 concerning the Placement of Utility Networks which regulates the relocation of utility networks underground.
"This regulation was made using people's money, using the APBD, from the study to the academic script. It's a product, why hasn't it been used? Our supervision is very little," he said.
Therefore, Kenneth urged a thorough audit of all aerial cable networks in Jakarta to map out vulnerable points that could potentially endanger road users.
"We still often find cables that are scattered and hanging in various areas of Jakarta. This condition can no longer be considered normal. The government must immediately conduct data collection, enforcement, and ensure that all utility owners comply with applicable safety standards," explained Kenneth.
In addition to the audit, Kenneth also asked for an evaluation of the implementation of utility arrangements by related local governments. According to him, the problem of aerial cables has not been resolved because of overlapping authorities and weak supervision.
"Jakarta needs a total audit of aerial cables and a command to supervise utilities so that there is no more throwing responsibility at each other. The safety of residents must be the top priority," he said.
He even asked the Governor of DKI Jakarta Pramono Anung to evaluate the ranks responsible for supervising utilities if necessary.
"Don't let it go wrong, then the people who are always the victims are the people. There must be firmness from the Governor, because it is indeed the Governor's subordinates. There must be an evaluation at Bina Marga, yes, maybe there must be a refresher," said Kenneth.
Kent mendorong operasi besar-besaran untuk menertibkan kabel udara yang dinilai membahayakan keselamatan masyarakat.
"We must be firm in carrying out large-scale operations. We check throughout Jakarta where the cable points are hanging, we just cut them. If they are affected, they can coordinate later, we ask them to go down," he said.
It is known that Neisha died after the motorcycle he was riding was caught in a sling cable that hung on Jalan Leuser, Kebayoran Baru, on Thursday, June 18 morning. The victim fell from the motorcycle and was hit by a school bus that passed from the opposite direction.
DKI Jakarta Governor Pramono Anung previously said the cable that was suspected to be the cause of the accident was a PLN cable that was cut off. "The point is that it did happen and the cable was cut off from PLN," said Pramono.
