DPR Members Ask LPSK Budget 2027 in Line with the Mandate of the PSdK Law

Member of Commission XIII of the Indonesian House of Representatives, Rieke Diah Pitaloka, asked the government to adjust the allocation of the Witness and Victim Protection Agency (LPSK) budget in 2027 so that it is in line with the expansion of the mandate given through Law Number 3 of 2026 concerning Witness and Victim Protection.

Rieke said that strengthening the protection of witnesses and victims has become part of the national priority agenda through President Prabowo Subianto's Astacita so that fiscal support needs to follow the increase in the function and burden of LPSK services.

"The state should not expand the protection mandate without providing adequate budgetary support," Rieke said in a statement in Jakarta, Tuesday.

At the LPSK Ministry/Agency Work Plan and Budget Meeting (RKA-K/L) for the 2027 Fiscal Year in Jakarta, Monday (15/6), Rieke said Law Number 3 of 2026 expands the duties of LPSK as an independent state institution that not only provides protection, but also victim recovery, compensation, restitution, management of the Permanent Fund for Victims, protection of reporters, informants, witnesses of perpetrators, and experts, including the provision of safe houses, relocation, protection against digital threats, to the establishment of representative offices in the regions.

Rieke said that the discussion of the 2027 budget needed to be preceded by a thorough evaluation of the implementation of the current year's budget and services.

Diamen noted that LPSK projected that the number of protection applications would increase from 13,027 cases in 2025 to 19,540 cases in 2026 and reach 29,310 cases in 2027.

However, the materials presented in the discussion did not fully include the realization of the absorption of the 2026 budget, service achievements, the number of beneficiaries, the realization of restitution and compensation, and the backlog of applications, even though the LPSK budget ceiling for 2026 had reached Rp. 259 billion.

On the other hand, the indicative ceiling of the LPSK in 2027 was recorded at Rp130.035 billion or far below the actual needs proposed at Rp392.473 billion.

"The budget of the LPSK must be based on the principle of money follows function so that every expansion of duties and authorities is followed by adequate, sustainable, and equitable fiscal support," he said.

Rieke also highlighted a number of strategic programs mandated by Law Number 3 of 2026 which have not received budget allocations, including the Permanent Victims Fund, the witness and victim protection roadmap, the witness and victim protection index, service digitization, and strengthening of protection facilities and infrastructure.

Therefore, he recommends that the Ministry of Finance adjust the indicative ceiling of the LPSK, Bappenas include the Victims' Permanent Fund and the digitization of services in the Government Work Plan (RKP) 2027 priorities, and the government immediately allocate a budget for the implementation of Law Number 3 of 2026, especially the victim recovery program.
