When Lili Pintauli Was Reported To The Supervisory Board For Violation Of Ethics
JAKARTA - Investigators from the Corruption Eradication Commission (KPK) Novel Baswedan and Rizka Anungnata and former Director of the Development of the KPK Inter-Commission Network and Agencies (PJKAKI) Sujanarko reported KPK Deputy Chair Lili Pintauli Siregar to the supervisory board for alleged ethical violations.
The three accused Lili of having communicated with the Mayor of Tanjungbalai M Syahrial, who was suspected of bribing former KPK investigator Stepanus Robin Pattuju.
"There were two alleged ethical violations reported by the three whistleblowers," said Sujanarko in a written statement to reporters, Wednesday, June 9.
First, Lili allegedly contacted and informed the handling of the alleged corruption case that ensnared the Mayor of Tanjungbalai M Syahrial. Where the case allegedly related to the sale and purchase of positions in the Tanjungbalai Provincial Government is being investigated by the anti-corruption commission.
For this action, Lili is suspected of violating the principle of integrity, namely Article 4 paragraph (2) letter a, Regulation of the Indonesian KPK Supervisory Board Number 2 of 2020 concerning Enforcement of the KPK Code of Ethics and Code of Conduct. This article reads:
"KPK personnel are prohibited from having direct or indirect relationships with suspects, defendants, convicts, or other parties who are related to cases of criminal acts of corruption whose cases are known to be being handled by the Commission except in the context of carrying out their duties and with the knowledge of the leadership or direct superiors."
Meanwhile, in the second case, Lili is said to have used her position as KPK leader with the aim of pressuring the Mayor of Tanjungbalai Syahrial. This was done to settle the staffing affairs of his sister-in-law Ruri Prihatini Lubis at the Tirta Kualo Tanjungbalai Drinking Water Company.
For this allegation, he is suspected of violating the principle of integrity in Article 4 paragraph (2) letter b, Regulation of the Indonesian KPK Supervisory Board Number 2 of 2020 concerning Enforcement of the KPK Code of Ethics and Code of Conduct. This article reads:
"KPK personnel are prohibited from abusing their position and/or authority, including abusing their influence as a member of the Commission, both in carrying out their duties and personal interests."
With the two alleged ethical violations, three whistleblowers expressed their concerns. Moreover, an incident like this could bring the anti-corruption commission down and the public may no longer trust it.
Thus, in the process of investigating this alleged ethical violation, investigator Rizka Anungnata expressed his willingness as a witness. Given, he feels he has a lot of information related to the alleged violation.
"Based on this, we should suspect or at least suspect that there has been an ethical violation committed by LPS (Lili Pintauli Siregar)," said Rizka.
If it is not proven, Novel Baswedan asks the KPK Supervisory Board to dare to announce it to the public. This is intended so that the anti-corruption commission is free from bad stigma related to handling cases.
"This is important and has a big impact on the sustainability of the KPK and is an issue that concerns the spirit and soul, the dignity of the KPK as an institution for taking action against corruption," said this senior investigator.
Allegations related to the communication that Lili had with Syahrial had also been conveyed by the Coordinator of the Indonesian Anti-Corruption Society (MAKI) Boyamin Saiman some time ago. However, at that time he admitted that he did not know about the response given by the Deputy Chairman of the KPK.
"I heard that, that the Mayor of Tanjungbalai is trying to establish communication with Mrs. Lili (Vice Chairwoman of the KPK Lili Pintauli Siregar). However, whether Mrs. Lili responds or follows up in what way, I have no information," Boyamin told reporters.
He hoped that Lili would not immediately establish communication with M Syahrial. In fact, according to Boyamin, he should be able to firmly answer if the communication had other purposes.
Meanwhile, Lili has conveyed her clarification regarding this matter. He denied helping Syahrial in handling the alleged corruption case that was being investigated by the KPK.
"That I firmly say that I have never communicated with the suspect MS regarding the handling of the case in question, let alone assisting in handling cases that are being handled by the KPK," said Lili in a press conference some time ago.
He said, as a member of the KPK, of course, he was aware that he was bound by the code of ethics and rules. "However, as the head of the KPK, especially in carrying out prevention tasks, I certainly cannot avoid communicating with all regional heads," he said.
Even so, Lili emphasized that the communication was only limited to the task of the anti-corruption commission to prevent corruption. "I also always maintain selectivity to communicate, maintain my dignity, as a member of the KPK and as a member of the KPK," he said.
The KPK has named Syahrial as a suspect in giving bribes to KPK investigator Stepanus Robin Pattuju and a lawyer, Maskur Husain, amounting to Rp. 1.3 billion. This is done so that Stepanus can stop the alleged corruption in the auction of positions that is being investigated by the KPK.
In this case, the name of the Deputy Speaker of the Indonesian House of Representatives, Azis Syamsuddin, was also dragged down. The reason is that he is said to have introduced Syahrial and Stepanus to his official residence before the evil conspiracy was approved.
The anti-corruption commission said that Azis knew Stepanus from his aide who was also said to be from the police. In this regard, the KPK has also questioned the Golkar Party politician on Wednesday, June 9.
In addition to exploring the initial introduction of the two, the KPK also questioned Azis about his role in facilitating the meeting of the two people.
