JAKARTA - The Head of the Army Information Service (Kadispenad) Brigadier General TNI Donny Pramono emphasized that the TNI AD did not take the rights of the people or engage in ownership disputes, related to the regulation of official residences in the Lenteng Agung area, South Jakarta.
The TNI AD has again carried out the arrangement and discipline of official residences that stand on state assets owned by the TNI AD. This time, the object that was disciplined was part of the 44,841 square meter Denzijihandak/SDS asset of the Army Center (Pusziad) which has a Certificate of Right of Use Number 00184 Year 2016 in the name of the Government of the Republic of Indonesia cq. TNI Army.
The area of the former Zikon 15, which is the focus of the arrangement, has an area of around 15,250 square meters and has been intended since the beginning as a service house for TNI AD soldiers.
The arrangement and order were carried out through planned, persuasive, and legal stages, after previously carrying out socialization, communication, and giving a warning letter to the residents.
The Head of the National Police, Brigadier General TNI Donny, emphasized that this activity was part of efforts to arrange and secure state assets to support the interests of organizations and the welfare of active soldiers.
"TNI AD is not taking the rights of the people or disputing land ownership. What we are doing is organizing and restoring the function of state assets so that they are used in accordance with their provisions in support of the needs of active soldiers and the defense of the country," he said, launching the information from the TNI AD Information Service, Thursday (11/6).
"All stages have been carried out openly, persuasively, and in accordance with applicable laws," said Abituren, a 1999 Military Academy.
The arrangement of the area was carried out to support the development of the unit organization from the Zeni Jihandak Company to the Zeni Jihandak Detachment (Denzijihandak). The development of this organization has an impact on the increase in personnel as well as the increasing need for official residences and supporting facilities for active soldiers to support the implementation of tasks.
According to the applicable regulations, these houses have the status of State Houses of Group II which are intended for active TNI members. Therefore, the official residence must be returned to the unit if the occupant has entered the period of full duty, moved to a unit, or no longer has the right to occupy it.
Based on the latest data, the former Zikon 15 area is inhabited by 152 heads of households. Of these, 45 heads of households have voluntarily vacated the official residence after receiving explanations regarding the status of assets and the needs of the unit organization. In the process, the TNI AD also provided assistance in transporting goods and other support to help facilitate the evacuation of official residences.
Before the implementation of the crackdown, Pusziad had carried out various persuasive and administrative steps gradually. Socialization was carried out from July to August 2024 by involving RT, RW, Lenteng Agung Village, Jagakarsa District, National Land Agency (BPN), and civil servants. Furthermore, a Warning Letter I was issued on October 16, 2024, a Warning Letter II on December 17, 2024, and a Warning Letter III on July 31, 2025 as part of the process of transparent and accountable administrative enforcement.
When the arrangement was carried out, there were still 107 families occupying the area. The order was carried out gradually and measured. In the initial stage, 58 families were successfully disciplined, while the rest were still in the ongoing process which was carried out according to the applicable procedures and provisions.
All activities are carried out in coordination and assistance from related authorities to ensure that the process runs safely, orderly, and conducive. Enforcement is also prioritized for buildings that have been empty and are no longer used according to their provisions.
The TNI AD is committed to continuing to prioritize a humanistic, communicative, and legal corridor approach in every effort to arrange state assets.
This step is also a manifestation of the institution's responsibility in maintaining and optimizing the use of State-owned Goods to support the readiness of soldiers and the implementation of national defense duties.
