Edi Hasibuan: The rules for the retirement of the National Police Chief in the new law are clear, but the extension must be authorized by the DPR
JAKARTA - Dr. Drs. Edi Saputra Hasibuan, S.H., M.H., Executive Director of the Indonesian Police Strategic Studies Institute (Lemkapi) welcomed the ratification of the Police Bill by the DPR RI. According to him, this is an opportunity for the National Police to improve and become better.
"I welcome the ratification of the Polri Bill into the new Polri Law. Hopefully this can be a momentum for the police to do and act better in the future. The public's hope that the police can be better is very big," he told VOI who contacted him, Tuesday, June 9.
As is known, the DPR RI has hammered the hammer in the DPR RI Plenary Meeting which approved the Draft Law on the Third Amendment to Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia (RUU Polri) to be enacted into law, on Tuesday, June 9, 2026.
After the ratification by the DPR RI, the President of the Republic of Indonesia will then sign this law and then this law can be implemented. "Thank you to the DPR RI who have worked hard, accepted input from left and right so that this law was born," he said.
Regarding the term of office of the National Police Chief, which is regulated in Article 30 paragraph (5) letter c of the National Police Bill, it is stipulated that the retirement age of four-star senior officers (National Police Chief) is at most 60 years. However, the term of office can now be extended by the Head of State.
"In my opinion, this point is important, the term of the National Police Chief has been clearly written for 60 years. However, if it is needed by the president, the position can be extended for one year or according to needs. However, all of them must be with the consent of the DPR RI," he said.
The issue of police neutrality was reiterated in this law. According to Edi, this is also an important factor and must be maintained. "So far, when Indonesia is undergoing a democratic party, many parties have highlighted the issue of police neutrality. In the future, this issue must be really guarded so that public confidence remains in the police," he said.

Transformation of the National Police: Affirmation of the purpose and direction of an open, transparent, professional, ethical, and quality institution. Supervision & Technology: Strengthening the supervision function and the application of the principle of openness of modern technology and information systems. Personnel Neutrality: Ensuring the neutrality and professionalism of the National Police in the system of governance and the development of human resources careers. Quality of Service: Strengthening the tasks of the police that are oriented towards service, protection, welfare of the community, law enforcement, and crime prevention. Tasks outside the Institution: Strict and clear regulation regarding members of the National Police who are assigned outside the National Police structure. Retirement Age: Regulation of retirement and retirement age that is adjusted to the needs of the organization in a more measurable manner. Humanistic Curriculum: Implementation of the internalization of the police education curriculum which includes the principles of humanism, democracy, and protection of Human Rights (HAM). Strengthening Kompolnas: Strengthening the function, position, and governance of the National Police Commission.
