Violate the Rules, the Bogor City DPRD Demanded the Katulampa Hotel Development Be Stopped
BOGOR - Commission III of the Bogor City DPRD urges the suspension of the construction of the Prima Katulampa Hotel after finding indications of violations of permits and spatial planning based on the results of coordination meetings with a number of institutions in the Bogor City Government environment.
The meeting was held to follow up on public complaints regarding the construction of a hotel that was suspected of not having a permit and was contrary to the provisions of the regional spatial plan.
Representatives from the Investment and One-Stop Service Agency (DPMPTSP), the Public Works and Spatial Planning Agency (PUPR), the Housing and Settlement Agency (Disperumkim), the Police Pamong Praja Unit (Satpol PP), and the East Bogor District were present at the meeting.
From the legislative element, the meeting was attended by the Chairman of Commission III of the Bogor City DPRD, Ahmad Aswandi, Deputy Chairman of Commission III Abdul Rosyid, as well as members of Commission III H. Karnain Asyhar, Jatirin, and Eka Wardhana.
Chairman of Commission III of the Bogor City DPRD, Ahmad Aswandi, said the coordination meeting aimed to obtain clarity regarding the status of project licensing and ensure that regulation enforcement is carried out in accordance with the provisions.
According to him, supervision from the technical service and regional enforcement officers must be carried out strictly, especially when it is found that construction activities are suspected of being carried out without a permit.
Aswandi assessed that the PUPR Service and Satpol PP have an important role in overseeing and taking action on developments that do not meet legal and spatial provisions.
Meanwhile, Deputy Chairman of Commission III of the Bogor City DPRD, Abdul Rosyid, revealed that the results of the joint search by related institutions showed that there was no operational permit for the hotel registered in the name of the former Bumi Katulampa and Hotel Prima.
Based on the data of the Bogor City DPMPTSP, the location only has a personal permit which is intended as a training center since 2018.
"In terms of permits, there is no such thing as ex-Bumi Katulampa or Hotel Prima. All there is is an individual permit to be used as a training center since 2018," said Abdul Rosyid.
Apart from the issue of operational permits, the PUPR Office also conveyed that the project did not have a Building Building Approval (PBG), which is the main requirement in building construction.
Furthermore, the results of the spatial planning study show that the Katulampa area where the project stands is in a residential zone and not an area intended for hotel business activities.
"From PUPR, it was conveyed that there was no PBG. In fact, in terms of zoning, the area there is not allowed for hotel construction. Therefore, we conclude that the construction activities must be stopped," said Abdul Rosyid.
Based on these findings, Commission III of the Bogor City DPRD asked the Satpol PP to take more stringent enforcement measures against developers.
According to Abdul Rosyid, previously Satpol PP had sent a First Warning Letter (SP 1), but did not receive a response from the developer.
Therefore, the DPRD encourages that the enforcement process be continued according to the applicable stages, including the issuance of subsequent warnings to the possibility of sealing the project location.
"The first warning has been given, although it was not responded to. I ask for a second warning, only to be carried out in the future, whether it is sealing or installing a sign," he said.
Commission III of the Bogor City DPRD emphasized that it would continue to monitor the issue to ensure that all development activities in Bogor City are carried out in accordance with the applicable licensing and spatial planning provisions.
