PU Ministry Says Gilimanuk-Mengwi Toll Road Cut to 42 Kilometers

JAKARTA - The Ministry of Public Works (PU) is reviewing the feasibility study (FS) to re-examine the prospects for the construction of the Gilimanuk-Mengwi Toll Road in Bali.

One of the steps prepared is to conduct a rescoping or adjustment of the scope of the project.

In the initial plan, the toll road stretches from Gilimanuk to Mengwi with a length of around 90 kilometers.

"Well, this will be rescoped, changing the target, maybe the direction will be from Pekutatan to Mengwi. Pekutatan-Soka-Mengwi is about 42 kilometers," said Acting Director General of Infrastructure Financing (DJPI) of the Ministry of Public Works (PU) Ni Komang Rasminiati in the Infrastructure Update Semester I-2026 at the Ministry of PU office, Jakarta, quoted Saturday, June 6.

According to him, the reduction in the scope of the project is expected to increase the level of investment feasibility because the need for capital expenditure (capex) is lower.

In addition, the government is also reviewing documents on environmental impact analysis (Amdal), environmental permits, traffic impact analysis (Andalalin).

The feasibility study update for the project has been carried out in 2025.

The Gilimanuk-Mengwi Toll Road project has previously passed the initiative approval to the signing of the Toll Road Operation Agreement (PPJT).

However, due to the non-fulfillment of obligations related to land procurement and financial close, the agreement was terminated on August 3, 2023.

It is known that the Gilimanuk-Mengwi Toll Road project as a long-term solution to solve congestion and improve connectivity in Bali Province.

Deputy Minister of PU Diana Kusumastuti said that the strategic project is planned to use a government and business entity (KPBU) cooperation scheme with a length of 96.84 kilometers.

"In terms of benefits, this toll road is certainly designed to significantly reduce the travel time from Gilimanuk to Mengwi, which was originally around 6 hours, this can be reduced to 3 hours," said Diana in a Working Meeting of Commission V of the DPR with the Ministry of Transportation and the Governor of Bali Province at the Parliament Complex, Senayan, Jakarta, Wednesday, April 8.

Diana explained that the investment needs for the project amounted to IDR 12.7 trillion, with details of construction costs of IDR 8.52 trillion and construction support of around IDR 4.59 trillion.

He added that the procurement process for the toll road business entity (BUJT) is targeted to begin in 2027, after all planning and licensing documents are completed.

Furthermore, the construction phase will be carried out after reaching financial close, with the target of operational toll roads in 2031.

"The process of procuring this business entity is expected to begin in 2027 and it is planned that the toll road will start operating in 2031," he added.
