For the First Time, Prabowo is Scheduled to Give a Speech at the KEM PPKF RAPBN 2027 at the DPR Today
JAKARTA - President Prabowo Subianto is scheduled to deliver a speech on the Macro Economic Framework and Fiscal Policy Elements (KEM PPKF) of the State Budget Draft (RAPBN) for the 2027 Fiscal Year at the Nusantara Building of the DPR RI, Senayan, Jakarta, Wednesday, May 20.
The speech was a historic moment because for the first time a president delivered a direct speech to the Indonesian Parliament. In practice in previous years, the presentation of the PPKF KEM was generally represented and read by the Minister of Finance.
Thus, tomorrow's agenda becomes a new record in the tradition of preparing the state budget, beyond the presidential state of the nation address which is routinely delivered every August 16 or 17.
Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad explained that President Prabowo's speech was the official introduction of the government in the preparation of the 2027 Budget Year State Budget.
"Tomorrow's presidential speech is an introduction to the government regarding the Macro Economic Framework and Fiscal Policy Elements for the 2027 State Budget," Dasco said at the parliament complex, Senayan, Jakarta, Tuesday, May 19.
The KEM PPKF is an important document that serves as the initial basis for discussing the State Budget between the government and the DPR. The document contains the projection of the national macro economy as well as the government's fiscal policy direction for the next fiscal year.
Through the speech, President Prabowo is expected to explain various government economic targets, ranging from economic growth, inflation, the rupiah exchange rate, to the state's revenue and expenditure strategies in 2027.
The agenda of the President's speech at the DPR is also seen as a strong signal of the direct involvement of the head of state in the national fiscal planning process at the beginning of his term.
Based on a brief note on the history of budget preparation, the KEM-PPKF document is usually presented by Minister of Finance Sri Mulyani Indrawati. In May 2024, Sri Mulyani represented the government by presenting the 2025 economic growth target of 5.1 to 5.5 percent, and in May 2025 set the 2026 economic growth target in the range of 5.2 to 5.8 percent.
