JEMBER - The Jember DPRD Honor Committee (BK) has not received an official report regarding the alleged behavior of council members who played games and smoked during the Jember DPRD Commission D hearing.

"Until this morning, there has been no complaint letter received by the BK, so we have not been able to follow up on the issue," said the Chairman of the Jember DPRD BK, M. Hafidi, as reported by ANTARA, Wednesday, May 13.

Previously, a video showing members of the D Commission of the Jember DPRD playing a game while smoking during a public hearing went viral on social media.

The meeting was attended by the Health Office, dozens of puskesmas heads, and BPJS Kesehatan to discuss measles, maternal and infant mortality, and stunting in the Jember DPRD Consultative Body on Monday (11/5).

Hafidi explained that handling alleged ethical violations by the DPRD BK must begin with an official report or complaint accompanied by evidence.

"According to the procedures for the BK, alleged violations must be initiated by a complaint that can come from the public, members of the DPRD, or other parties with evidence," he said.

According to him, the Jember DPRD BK has not been able to take steps before there is a written complaint because there must be a reporting party who is responsible for the report.

"When the report is received, the BK will conduct an initial verification to assess whether the report meets the elements to be followed up for further examination," he said.

He emphasized that the BK is a complement to the DPRD which is tasked with upholding the rules and ethics code of council members, including investigating alleged ethical violations and recommending sanctions to the leadership of the DPRD if violations are proven.

The legal basis for the BK procedural system refers to Law Number 23 of 2014 concerning Regional Government and the DPRD Regulation regarding the rules of procedure and the code of ethics.

"The DPRD BK has an important function in maintaining the dignity, honor, and ethics of members of the people's representatives," he said.

Meanwhile, the Chairman of the Jember DPRD, Ahmad Halim, previously ensured that member of the D Commission of the Jember DPRD, A. Syahri Assidiqi, would receive sanctions, both from the DPRD institution and the political party.

"We, on behalf of the leadership of the Jember DPRD, apologize and the case will be processed because it concerns the ethics of the DPRD institution," he said.

He said the case would be handed over to the Jember DPRD BK to be further studied, including the form of violations and administrative sanctions that would be imposed institutionally.
