Ministry of Education and Culture Prepares Selection to Provide Certainty for Honorer Teachers

JAKARTA - The Ministry of Basic and Secondary Education (Kemendikdasmen) has prepared a fair selection to provide legal certainty and career levels for 237,196 honorary teachers or non-civil servants (ASN) who have been recorded in the Education Core Data (Dapodik) system.

Director General of Teachers and Education Personnel (Dirjen GTK) of the Ministry of Education and Culture, Nunuk Suryani, said that his party was formulating the formation of national teacher needs so that it had a mapping related to the redistribution of teachers, including involving non-ASN teachers.

"Because the government is formulating what the needs of teachers in the future will be so that the Minister of State Apparatus and Bureaucratic Reform (Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi) also conveyed that non-ASN teachers will be opened to a fair selection and will be on the side of the teachers," he said as reported by ANTARA, Monday, May 11.

In addition, the Ministry of Education and Culture together with related ministries and agencies are also discussing the selection mechanism for hundreds of thousands of non-ASN teachers who have entered the Dapodik system.

This is because the determination of the selection mechanism to the appointment of non-ASN teachers is not the domain of the Kemendikdasmen policy, but the Ministry of Manpower and Transmigration.

"So we are still calculating the redistribution first, then calculating the needs. Later the formation will be determined. The mechanism will also be determined because the mechanism for selecting ASN is in another ministry, not in the Ministry of Education," said Nunuk.

He emphasized that the data in the Dapodik system as of December 31, 2024, became the data base for the completion of teachers with honorary status or non-ASN to comply with Law No. 20 of 2023 concerning ASN.

His party has so far not opened the option of adding new honorarium teacher data to the Dapodik system that will be used to complete the formation of teacher needs this year.

"That is our database, namely Dapodik as of December 31, 2024. And after that, of course, you can't enter Dapodik anymore. We limit the data as of December 31, 2024 not only because we want to, because it is a legal obligation," he said.

If there are non-ASN teachers who have not entered the Dapodik system after that date, his party cannot participate in the redistribution of teachers or the completion of non-ASN teachers in 2026.
