Gus Ipul Says KPK Gives Many Corrections to the Ministry of Social Affairs

JAKARTA - Social Minister (Mensos) Saifullah Yusuf or Gus Ipul visited the KPK Red and White building, Kuningan Persada, South Jakarta today. He and his staff consulted on the procurement process for goods and services in his ministry.

The visit of Gus Ipul was carried out after the procurement of People's School shoes some time ago which reached Rp. 27 billion.

"This is a good opportunity for us to get input because we are preparing for the procurement of goods and services for 2026," Gus Ipul told reporters at the KPK office, Friday, May 8.

After this hearing, Gus Ipul said, his party would be committed to preventing corruption in the Ministry of Social Affairs. Moreover, there are a number of corrections given by the KPK.

"I want to convey from the results of the consultation that we received a lot of input, many notes, many things that must be corrected and improved for us so that prevention can be carried out by closing all the gaps and finally a transparent and fair process can be implemented," he said.

Meanwhile, Deputy Chairman of the KPK Ibnu Basuki Widodo stated that his agency supports the programs carried out by the Ministry of Social Affairs. "However, if there is any deviation, please continue to your colleagues to respond. We remain open," he said.

As previously reported, the KPK had highlighted a number of corruption modes related to the procurement of goods and services. One of them is a procurement plan that is directed and not in accordance with needs.

This was conveyed by KPK Spokesperson Budi Prasetyo when asked about the controversy over the budget for the procurement of shoes for the People's School program which reached Rp. 27 billion or Rp. 700 thousand per pair.

"The PBJ sector still has a relatively high level of vulnerability. Some of the frequently used modes include directed procurement plans that are not in accordance with needs; misuse of the e-purchasing system including the preparation of the Estimated Own Price (HPS); to arranging the winners of procurement tenders which are often in the circle of stakeholders," Budi told reporters through a written statement, Tuesday, May 5.

Budi further said that currently the KPK is also conducting a study related to SR which is a national priority program through the Monitoring Directorate. So, the corruption gap can be closed later.

"This study aims to photograph the potential vulnerability of corruption in the implementation of the program, including in the area of procurement of goods and services (PBJ)," he said.

"In this way, stakeholders can increase vigilance and ensure that every process runs carefully, transparently, and accountable," continued Budi.

According to him, this prevention is important because the KPK's enforcement data for the period 2004-2025 mentions that there are 446 out of a total of 1,782 cases related to procurement. This mode is the second largest after bribes/gratuities with a record of 1,100 cases.

"In addition, the KPK also continues to strengthen monitoring through various prevention instruments, one of which is the Integrity Assessment Survey (SPI)," he said.

"In the last two years, the Kemensos SPI score has shown a dynamic that needs to be a common concern, from 79.16 in 2024 to 75.79 in 2025, or in the "alert" category," he continued.
