Bogor DPRD Warns City Government Not to Let Budget Cuts Affect Priority Programs

BOGOR - The Chairman of the PKS Faction (FPKS) of the Bogor City DPRD, H. Karnain Asyhar, provided critical and strategic notes in the Bogor City Mayor's Accountability Report (LKPJ) for the 2025 fiscal year.

Karnain highlighted the importance of transforming the Regional Development Planning and Research Agency (Bapperida) in maintaining development priorities in the midst of efficiency policies from the central government.

According to Karnain, the existence of a Presidential Instruction (Inpres) regarding budget efficiency in 2025 has an impact on the postponement of a number of programs and activities in Bogor City.

This requires local governments to be more creative in finding alternative sources of funding.

"This is also a record for Bapperida, it must transform into a bodyguard so that the priority agenda for development in Bogor City is not displaced from the national situation," said Karnain Asyhar in his statement, Thursday, May 6.

Karnain emphasized that dependence on conventional budgets must begin to be reduced by strengthening regional fiscal resilience through new innovations.

He suggested that the Bogor City Government (Pemkot) to start looking at the creative financing scheme which has been regulated by regulations.

"Bogor City should have innovations for creative financing that have been given space, including regional bonds which are one of the opportunities. Then there are regional loans," he explained.

In addition, Karnain proposed a breakthrough that was quite challenging, namely integrating the potential of productive waqf with the APBD through a partnership model.

Although in terms of structure waqf is not included in the APBD, the integration of development programs in the fields of health, education, and social with waqf programs is considered capable of reducing fiscal pressure.

"With the integration of this partnership, regional fiscal pressures will be reduced. So that PAD (Local Revenue) can be optimized for priority programs that are many delayed in 2025 and 2026," he added.

One of the real impacts of this fiscal constraint is the delay of strategic projects related to human life, namely the construction of a non-piece crossing in Kebon Pedes.

Karnain reminded that the point often takes human lives, but has not received budgetary support from the provincial and central governments.

"We have a PR that has experienced several casualties at the Kebon Pedes railway crossing. But because of our fiscal constraints, where this priority program is delayed including in 2026," said Karnain.

Looking at the 2027 RKPD, FPKS encourages the Bogor City Government to start giving budget priorities, especially for the land acquisition process in Kebon Pedes.

Karnain hopes that there will be a revenue sharing scheme or strong partnership with the West Java Provincial Government to fund the physical building, whether in the form of an underpass or flyover.

"We encourage that by 2027 there will be APBD funds for land acquisition, and we hope that partnerships with provinces can finance the percentage of physical development. Hopefully other priority programs can be planned and implemented well," he concluded.
