Government Issues Presidential Regulation 9/2026, Expands BNPT's Authority to Combat Terrorism

JAKARTA - The government officially issued Presidential Regulation (Perpres) Number 9 of 2026 on Monday, April 4. The decision is to strengthen the organizational structure and coordination functions of the National Counterterrorism Agency (BNPT) in the face of global terrorism threats.

According to Antara, the Presidential Decree on BNPT, which was enacted and promulgated in Jakarta, February 9, 2026, also revoked Presidential Regulation Number 46 of 2010 concerning BNPT as amended by Presidential Regulation Number 12 of 2012.

In the latest structure, BNPT now has a more specific division of tasks with the presence of four main deputies. The four of them consist of the Deputy for National Preparedness and Counter-Radicalization, the Deputy for Radicalization, the Deputy for Coordination between Law Enforcement and Victim Recovery, and the Deputy for International Cooperation.

This Presidential Decree also designates BNPT as a center for analysis and crisis control that serves as a facility for the President in determining crisis management policies. In carrying out these functions, BNPT is authorized to provide strategic input and deploy national resources in dealing with acts of terrorism.

In addition to strengthening the structure, the government also integrates data through national digital transformation in the BNPT environment. Articles in this regulation require interoperability of data between government agencies to ensure that coordination of counterterrorism runs in line with the principles of national development risk management.

In addition, BNPT's duties now also include broader protection for law enforcement officers and witnesses involved in terrorism cases. This protection is given to investigators, public prosecutors, judges, to correctional officers and their families from threats that may arise as a result of the implementation of their duties.

When this Presidential Regulation comes into force, all existing positions and officials who hold positions in the BNPT environment will continue to carry out their duties and functions until they are regulated again.
