Mufti Mubarok: Kita Perlu Punya QR Bank Data Produk
JAKARTA - Chairman of the National Consumer Protection Agency (BPKN) Muhammad Mufti Mubarok considers it important for Indonesia to have a digital-based product monitoring system.
Later, this system will take the form of a QR code scanner that will make it easier for consumers to check the status and security of a product directly. "BPKN will encourage one QR that stores data on goods and services.
So when scanned, the code will show product security data, such as its authenticity, SNI, license, and if it is imported from where. This is what we are proposing to the DPR," he told Eddy Wijaya in the EdShareOn podcast which aired on Wednesday, April 29, 2026.
The BPKN proposal followed the findings of the National Narcotics Agency (BNN) late last year for imported vape products of the Love Ind brand containing narcotics.
The camouflage prompted the BNN to issue a recommendation to ban vaping. Moreover, the results of laboratory tests on 341 vape liquid samples, 23 of which were classified as narcotics of group II. The BNN's recommendation itself triggered protests from vape users who proposed regulations on the risk profile of the product.
According to the Mufti, BPKN has coordinated with the Food and Drug Supervisory Agency regarding the supervision of importers including vape products.
"Not only vape, but also food and candy that are put into drugs. For this reason, we have issued a circular to supervise it. If there is a QR code that is friendly to consumers, we will be able to check the data on its origin, including who is the importer and the country of origin. This QR is important to answer consumer concerns about product safety," he said.
Food and health product safety is one of the 11 sectors handled by BPKN. The Mufti said that throughout 2025, there were 851 complaints that entered BPKN with a total loss of Rp. 438 billion. Of that amount, the financial services sector was the most complained about by consumers.
It is recorded that there are around 4100 cases of financial services that have been handled by BPKN. Meanwhile, in the next rank there is the housing sector with around 3200 cases.
The Mufti explained that for complaints in the housing sector, most of them are related to cases of developer default. For example, there are consumers who have paid the payment, but they have not received their property documents.
There are also those whose physical houses have not been completed even though consumers have paid in full. Another complaint related to the Meikarta project that is stalled. "Because we are not a court or an executor, we usually collaborate across ministries. Even though it can't be 100%, but at least 80-90% of the cases we can solve," he said.
As for complaints in the financial sector, the Mufti said it was very massive. Starting from banking cases, insurance, leasing, online loans, fraud, to investments. In some cases, the problem occurs due to the lack of public understanding of the agreement scheme. In the case of loans, for example, not a few who do not understand the amount of interest.
Meanwhile, in the insurance case, a number of complainants did not understand the profile of the service they purchased. There are also third parties who cannot fulfill the promises they offered when offering their products to buyers.
The same is true for consumer protection in the capital market. Mufti explained, BPKN hopes that government regulations will be strengthened, especially for stock bodies or companies. But on the other hand, consumers must also be willing to research more deeply about the investment products they buy.
The Mufti gave an example of the case of a fake deposit fraud of Rp. 28 billion which was carried out by BNI employees, as well as the DADA stock case whose office address was detected in a grocery store.
"The public must be critical of illogical investments," he said.

The use of children's visuals in general food products is prohibited by BPOM Regulation No. 6 of 2021 Article 14 letter bb. What can display children is only special children's products, while AMDK is a general food product.

The Mufti said that the exploitation of women and children was clearly prohibited, including in various advertisements. He gave an example of the exploitation of women that we can find in a number of advertisements, not only cosmetics and body care products.
Usually, advertising practices place women as objects whose bodies are highlighted. The Mufti also mentioned the excessive claims about the efficacy of certain products in commercial advertisements.
"Like in cosmetic advertising. Because they want quick, instant results, consumers choose products whose contents are dangerous and the side effects are big," said the Mufti. He added, regarding the overclaim of this product, BPKN has coordinated with BPOM as an agency that has laboratory authority. "The point is that products that are overclaimed will be sanctioned."
