JAKARTA - The publication of the 2020 DKI Regional Budget (APBD) Draft ends the transparency drama that has recently been fussed over.
Initially, PSI wrote to the DKI Pemprov, dated August 9, 2019, requesting that the 2020 Regional Development Work Plan (RKPD) and General Policy Budget and Temporary Budget Ceiling Priority (KUA-PPAS) be made public.
"I am confused about how difficult it is for budget documents to be uploaded to the public as usual. If Pak Anies really cares about transparency, there should be a document uploaded at the apbd.jakarta.go.id website at every budgeting stage. , ”Said Jakarta DPRD PSI faction member, William Aditya Sarana, when contacted, Wednesday, October 9.
Meanwhile, former Head of the DKI Regional Planning Agency (Bappeda) Sri Mahendra replied that the 2020 KUA-PPAS budgeting had not yet been discussed with the DPRD for the 2019-2024 period. So, according to him, new documents can be uploaded after discussion.
"In the e-budgeting system, the draft KUA PPAS will automatically be published when it has entered the next stage. Currently, the stage is only submitted to the DPRD. After completing the discussion, the new KUA PPAS draft will be visible on the apbd.jakarta.go.id site," he explained. Mahendra.
In fact, if you look at the budget plan since 2017 that was prepared by Former DKI Governor Basuki Tjahaja Purnama, there are several documents uploaded on the official APBD website.
Uploaded documents start from Finalizing the RKPD, Finalizing the KUA-PPAS Draft, Revision of the 2017 KUA-PPAS APBD Draft, Discussion of the 2017 KUA-PPAS APBD between Banggar and TAPD, Adjusting the RAPBD Evaluation Results from the Ministry of Home Affairs, and Follow-up Evaluation of the Revised APBD from the Ministry of Home Affairs .
In 2018, when the leadership was replaced by DKI Jakarta Governor Anies Baswedan, the finalization of the initial KUA-PPAS draft on the APBD website was not uploaded.
The documents uploaded include the completion of the 2018 KUA PPAS and the RKPD finalization, the results of the discussion of the KUA-PPAS with the Banggar, the results of the further finalization of the preparation of the changes to the RKPD, the discussion of the KUA-PPAS between the Banggar and TAPD.
This was followed by the 2018 Rapeda and Rapergub Completion documents, as well as the Revised and Revised Raperda and Rapergub documents regarding the 2018 APBD Amendments.
In 2019, the 2019 KUA-PPAS draft was not uploaded again. As for a number of documents uploaded, namely Finalization of RKPD Preparation, Discussion of KUA-PPAS Banggar with TAPD, Refinement and Adjustment of Evaluation Results of Raperda and Rapergub APBD 2019.
Then, there is the 2019 RKA Revision Input, as well as Refining and Adjusting the Evaluation Results of the Raperda and Rapergub APBD 2019. However, due to PSI's request to the DKI Provincial Government to open the unfulfilled draft budget, William exposed the findings of the budget which was considered odd to social media. There is a budget for purchasing aibon glue as a purchase for office stationery by the DKI Education Agency, amounting to Rp. 82.8 billion.
The budget appeared in KUA-PPAS 2020. At that time, for some reason, suddenly the draft budget was uploaded on the apbd.jakarta.go.id web for several hours, before finally it could not be accessed again.
"Yesterday, I found that there was a proposal to spend Rp82 billion for shame glue at the West Jakarta Education Sub-dept. Where is this suggestion? Why is glue aibon and why is it so high? "William told reporters, 30 October.
In addition, there were also findings of ballpoint procurement of Rp. 124 billion at the East Jakarta Region I Education Office, 7,313 computer units at a price of Rp. 121 billion at the Education Office, and several server and storage units worth Rp. 66 billion at the Communication, Informatics, and Statistics Office.
Later, it was discovered that the budget was actually inputted into the e-budgeting system. However, this system requires the DKI Provincial Government to input a detailed component of budget submissions.
In fact, the components of several budget items are not yet known. Hence, some of them input component names by default with the intention of being corrected the next time the components have been assigned.
However, the budget for glue shame has been widely discussed on Twitter social media. In fact, the phrases "aibon", "APBD", "budget", and "Disdik DKI" perched on Twitter trending topics throughout Indonesia.
Anies finally opened his voice. He admitted that he had known about the budget problem since October 23 and claimed to have resolved them one by one. He does not want to find a stage to open it to the public.
"Before they (PSI) talk, I have reviewed it. The difference is, I do not perform. For people who are just performing. This is an opportunity to perform," said Anies last month.
Anies did not admit to the negligence of his subordinates in examining the data input for each proposed budget unit until an odd budget appeared, such as the submission of shame glue. Anies actually blamed the formation of the previous Jakarta Governor's e-budgeting legacy system.
"Today the system is digital, but it's not a smart system. Relying on people to correct it. Manual corrections with such a large amount, anywhere, there is a potential (odd budget) that passes high," he said.
Former DKI Jakarta Governor Basuki Tjahaja Purnama (Ahok) opened his voice on Anies Baswedan's statement who blamed the e-Budgeting APBD system so that the draft of the temporary budget priority budget (KUA-PPAS) general policy was leaked to the public.

"The system works well if there is no intention of marking up data input, let alone thieves. To prevent corruption there is only one thing, namely the transparency of the existing system," said Ahok.
In fact, William's act of uploading a budget that had not been discussed in the DPRD Commission meeting at that time had a long tail. He was reported by a DKI resident named Sugiyanto to the DPRD Honorary Board. The reason is that William is considered to have violated the council's code of ethics because the KUA-PPAS document uploaded is still being discussed between the DKI Provincial Government and the DPRD.
The report that was sent to William was alleged to have violated Decree of the DKI DPRD Number 34 of 2005 concerning the Code of Ethics Article 13 paragraph 2.
Chairman of BK DPRD DKI Achmad Nawawi explained that his party has submitted the views of BK DPRD members to the leadership, namely the Chairman of DKI DPRD, Prasetio Edi Marsudi.
Nawawi said, when delivering his views, William was given advice from all factions. They actually appreciated William's criticism. Given that the position of council members is obliged to criticize regional head programs that are not right on target, as well as inefficient budgets. However, what all members of parliament at the provincial / regency / city level must be aware of are not like members of the DPR RI.
Members of the DPR RI can have a stand against the head of state. Meanwhile, the regional parliaments at the regional level must be equal partners as administrators of the government.
"Supposedly, if you find an odd budget, you can first consult with the governor or perhaps the head of his office. Or ask other senior friends," explained Nawawi.
Until finally, DKI's APBD planning has been included in the Draft Regional Regulation (Raperda) on APBD. After adjustments between the expenditure and revenue budgets were made, the total agreed budget was Rp. 87,956,148,476,363 (Rp. 87.9 trillion).
Currently, the 2020 DKI Regional Revenue and Expenditure Budget (RAPBD) has been uploaded on the official website apbd.jakarta.go.id. This means that the public can now observe all the proposed expenditure and income budget items in 2020.
