Regional Autonomy 30 Years, Ministry of Home Affairs Soroti Integrity of Apparatus
JAKARTA - Deputy Minister of Home Affairs Bima Arya Sugiarto emphasized that improving the integrity and capacity of the local government apparatus is the key to improving the implementation of regional autonomy which has been running for three decades.
Bima said that one word that is very closely related to regional autonomy is authority. However, he reminded that authority without being balanced by ability and integrity can actually cause problems in the governance of local governments.
"Authority without ability is a dream. Authority without integrity also only produces arbitrariness and hand-catching operations," said Deputy Minister of Home Affairs (Wamendagri) Bima in commemorating the XXX Regional Autonomy Day at the Central Office of the Ministry of Home Affairs, quoted by Antara, Monday, April 27.
He emphasized that authority is the spirit of regional autonomy which distinguishes the current system of government from the previous era.
According to him, regional autonomy is a process that continues to develop and requires continuous evaluation, not a static system.
Regional autonomy, he continued, is an endless process. Thirty years is a process to continue to improve, improve, and evaluate regional autonomy through the concept of inherent authority in it.
Bima also emphasized that the implementation of decentralization must be accompanied by the principle of justice so as not to create inequalities between regions.
"Decentralization without being accompanied and balanced by justice will only produce inequalities," he said.
Furthermore, he conveyed that regional autonomy is not only related to authority, but also the responsibility of local governments in providing quality public services and an integrated government.
"Regional autonomy is once again not only about authority, but also responsibility to continue to provide and present public services," he said.
He added the importance of institutional and human resource strengthening in the region, ranging from regional heads to devices at the lower level.
According to Bima, the success of regional autonomy is not only determined by the regional head, but also by the quality of the apparatus as a whole in carrying out effective governance.
With the strengthening of capacity and integrity, he hopes that regional autonomy can provide a real impact for improving the welfare of the people throughout Indonesia.
