DPRD Soroti DKI Nakes Salaries Below UMP, Allegedly There is a Subsidy

JAKARTA - The E Commission of the DKI Jakarta DPRD highlighted the problem of wages for health workers (nakes) under the DKI Jakarta Provincial Government's staffing, which is currently still lower than the Jakarta provincial minimum wage (UMP) in 2026.

Where, until now, there has been no wage adjustment since the issuance of Governor Regulation (Pergub) Number 221 of 2016. In the scheme that is still in force, health workers who have graduated from Diploma III/IV with a working period of 10 years only receive a basic salary of IDR 4,502,395. Meanwhile, UMP Jakarta this year is IDR 5,729,876.

Secretary of the E Commission of the DKI Jakarta DPRD, Justin Adrian Untayana, assessed that this issue was not merely an administrative negligence, but an indication of impunity that had lasted for years.

"I think there has been a systemic negligence that has caused the DKI health workers' basic salary to continue to be below the latest UMP," said Justin, Sunday, April 26.

Justin considers this condition strange, especially since the same rules actually require periodic wage evaluations. Likewise with the provisions in Law Number 13 of 2003 concerning Employment.

"This is the rule from 2016, until now it has been allowed for 10 years. In fact, in article 8 of Regional Regulation 221 it has been determined, that the DKI Provincial Government must evaluate wages periodically," said Justin.

Apart from the basic salary amount, Justin also criticized the income structure of health workers which is based on many allowance components. According to him, this scheme actually burdens health workers from the income tax side.

"If we still continue to hide behind the assumption that if we total it up, the salary will still be above the UMP, it will still be higher than private hospitals. But, in reality, with this inefficient payroll structure, the tax burden is also very high for health workers," he said.

Due to this condition, Justin urged the Governor of DKI Jakarta Pramono Anung to immediately revise the regulation on the remuneration of health workers. The change is considered important so that the payroll scheme is more fair and in accordance with the provisions.

"So, it's time to urge the Governor to improve this Regional Regulation. In fact, not only for health workers under the auspices of the DKI Provincial Government, but also for health workers in private places, because Health Workers are skilled personnel in the public service sector which is very vital", he added.

Justin also proposed the implementation of sectoral wages for health workers, considering that this profession requires higher education and special competencies. He has even calculated the budget needs to raise the basic salary of health workers to at least the equivalent of UMP. The estimated budget needed is IDR 657 billion per year.

"I have also calculated the minimum scenario so that the basic salary of our health workers reaches the wages stipulated in the DKI Jakarta UMP. For this, we need a budget of at least Rp. 657 billion per year," said Justin.

According to Justin, the budget needs are still realistic when looking at the total budget of the DKI Jakarta Health Office which reaches around Rp. 10 trillion. He asked the Provincial Government to dare to rearrange the priority of spending if the reason for budget constraints was used again.

"If in the budget later it is not allocated for the increase in the wages of health workers with the excuse of limited costs, then it is better for us to dismantle and comb the details of the budget again thoroughly with every wasteful spending from the DKI Jakarta Health Service," he added.
