Limitation of the Term of Office of the Head of a Political Party is Considered to Strengthen Democracy
JAKARTA - Former senior investigator of the Corruption Eradication Commission (KPK) Praswad Nugraha assessed the KPK's proposal regarding the term limit for the general chairman of political parties should be seen proportionally. On the one hand, the results of this study are referred to as a form of strengthening the democratic system in the country.
"The proposal to limit terms of office is an effort to maintain the quality of democracy and prevent abuse of power. The longer a person is in a position of power, the greater the potential for abuse of power," said Praswad in a written statement quoted on Saturday, April 25.
In addition, the proposed term limits for party chairmen are actually aimed at regeneration. "Keeping the leadership change healthy while preventing too much centralized power from being concentrated on one person," said Praswad.
Praswad believes that this proposal is not just presented by the KPK. The anti-corruption commission, he said, must have a strong foundation both in theory and practice.
On the other hand, Praswad understands the rejection of various parties to the proposal. "Political parties have autonomy in managing their own households, including in determining the leadership mechanism within the organization," he said.
"The decision to accept or reject the proposal is essentially the right of each party and its members as sovereign holders within the party structure," continued Praswad.
As previously reported, the KPK proposed limiting the term of office of the general chairman of political parties to a maximum of two terms. This proposal is contained in 20 strategic studies, policy briefs, and corruption risk assessments (CRA) in various priority national sectors throughout 2025.
In the report, the KPK assessed that term limits were necessary to ensure that kaderisasi ran smoothly and prevent the concentration of power within the party.
"To ensure the running of kaderisasi, it is necessary to regulate the limit of the party's general chairman's leadership to a maximum of 2 periods of the management period," he quoted from the attachment of the 2025 KPK Annual Report.
