BLBI debt of hundreds of trillion has not returned to the country

JAKARTA - The Financial Audit Agency (BPK) revealed that there are still many debts from debtors of the former Bank Indonesia Liquidity Assistance (BLBI) that have not returned to the state treasury.

In addition, the collection efforts carried out by the State Accounts Committee (PUPN) are considered not to have been carried out effectively.

The findings are included in the Summary of the Results of the Second Semester Examination (IHPS) II-2025, and in the report, the BPK noted that as many as 25,306 debtors still had unpaid obligations totaling Rp. 211.02 trillion as of June 30, 2025.

In the IHPS II-2025 document quoted on Friday, April 24, 2026, it is stated that the ineffectiveness of collection is seen from the large number of debtors who have not completed their debt to the state.

The BPK assessed that this condition was influenced by the lack of optimal coordination between institutions in the PUPN, especially between the Ministry of Finance, the National Police of the Republic of Indonesia (Polri), and the Attorney General's Office in the collection process of ex-BLBI receivables.

The assessment is based on various obstacles, such as difficulties in tracing the address and status of the company for the summoning of obligors and debtors, the implementation of blocking and seizure of collateral, prevention of going abroad, to civil and public service legal steps against debtors.

In addition, the settlement of receivables through the debt relief scheme is also considered to have the potential to cause legal problems, thus hindering the optimization of the settlement of these obligations.
