Government Accelerates Waste Processing Projects in Bekasi, Bogor, and Denpasar

JAKARTA - The government has accelerated the construction of waste processing facilities into electrical energy (PSEL) by signing a Cooperation Agreement (PKS) between the local government and the Project Implementation Business Entity (BUPP) in three regions, namely Bekasi City, Bogor Raya, and Denpasar Raya.

This step marks the entry of the project into the implementation stage after the BUPP auction process in the three regions is completed.

The Minister of Environment/Head of the Environment Control Agency (KLH/BPLH), Hanif Faisol Nurofiq, emphasized that the signing of the PKS is part of the national acceleration in handling waste in an integrated manner.

"The signing of the PKS is a concrete step. We are no longer talking about planning, but have entered the implementation phase, especially in ensuring a minimum of 1,000 tons of waste per day in accordance with Presidential Decree Number 109 of 2025," said Hanif in Jakarta, Tuesday, April 21.

The cooperation includes PSEL Kota Bekasi, PSEL Bogor Raya which involves Bogor City and Regency, and PSEL Denpasar Raya which includes Denpasar City and Badung Regency as one agglomeration area.

This PKS is an important instrument to ensure certainty of waste supply as raw materials, as well as regulating inter-district and BUPP commitments so that PSEL operations run sustainably.

Coordinating Minister for Food and Agriculture Zulkifli Hasan said similar acceleration would be carried out in other regions.

"Today we are doing three. In the future, it will continue in 12 other agglomerations within no more than seven weeks so that all of them can run," said Zulkifli.

Nationally, the development of PSEL is planned in 31 agglomerations which include 86 regencies/cities. The government also continues to encourage the readiness of technical aspects, such as land and supporting infrastructure, to accelerate the construction phase.

The signing of the PKS is also a follow-up to the submission of documents on the readiness of the local government to Daya Anagata Nusantara (Danantara), as well as concrete evidence of the acceleration of the implementation of the PSEL project in various regions.
