Andrie Yunus Surati Prabowo Demands Public Trial and Form TGPF

JAKARTA - Deputy Coordinator of KontraS Andrie Yunus Andrie Yunus wrote to President Prabowo Subianto to ask for the settlement of the case of water spraying against him to be carried out through public trial and the establishment of an independent Joint Fact-Finding Team (TGPF).

"We also brought a letter directly from Andrie Yunus written by Andrie Yunus to be handed over to the Ministry of State Secretariat," said KontraS Coordinator Dimas Bagus Arya at the entrance gate to the Ministry of State Secretariat building, Jakarta, Friday, April 17, reported by ANTARA.

Dimas conveyed the mechanism of public justice through the Code of Criminal Procedure as one of the enforcers of Andrie's statement in determining the forum for the completion of the case.

He explained that the typology of the case of spraying hard water against Andrie was more appropriate in the realm of general criminal acts than military criminal acts.

Military crimes are regulated in Law Number 3 of 2005 and relate to crimes of office, desertion, or actions of soldiers during armed conflict or war. Meanwhile, common crimes are acts committed by soldiers outside their function as a means of defense.

"Now, the problem is that there is still no change or revision to the Military Justice Code, Law Number 31 of 1997, which is also being reviewed by friends at the Constitutional Court," he said.

He emphasized that the case of spraying hard water against Andrie Yunus was more appropriate to be resolved through a public forum.

"So, today we reiterate that the case of sprinkling hard water to Andrie is more appropriate if the process is completed in a public court forum," said Dimas.

In addition, his party also asked for the establishment of the TGPF because it was considered that there were various obstacles, both political and formal legal, in handling the case.

Dimas said there was a difference in views regarding the motive of the case, where the Military Audit referred to the motive against Andrie Yunus as a personal matter.

However, the Advocacy Team for Democracy (TAUD) based on investigations and reconstruction of a number of CCTV recordings identified 16 perpetrators, not four people, as well as alleged planning and monitoring before the incident, which was considered not to have been revealed.

"We also always say that the context of watering hard water to AndrieYunus is carried out first with planning, monitoring which has not been revealed by the TNI," he said.

The letter of demand was also supported by a number of civil society organizations, including Indonesian Corruption Watch, SAFEnet, the Community Legal Aid Institute, Greenpeace, and Amnesty International Indonesia.

More than 30 days have passed, how is the progress of my case?

Sunday, April 12, 2026, marks 30 days of the attempted murder of myself through the terror of a hard water shower. I am writing this letter because I value that until now there has been no progress and serious willingness in solving this case.

"My colleagues at KontraS and TAUD as my lawyers have made various efforts to fight for justice as much as possible, ranging from conducting independent investigations, attending the Public Hearing (RDPU) with Commission III of the Indonesian House of Representatives, to filing a type B report to the Criminal Investigation Unit of the National Police.

The TAUD investigation identified at least 16 field actors that further strengthened my rejection of settlement through military justice.

In various settlements of cases that have cost civilians, such as cases of enforced disappearances, murders, torture, to domestic violence by the TNI through military courts, they have never found a point of justice, accountability and institutional accountability in its entirety up to the top command. This will certainly only prolong the track record of impunity.

Various parties, including Commission III of the DPR-RI in the RDPU, emphasized the importance of resolving this case by prioritizing the interests and principles of me as the victim.

For this reason, it is important to form an Independent Joint Fact-Finding Team (TGPF) to bring this case to public court to open transparently and accountably all parties involved up to the intellectual actors.

Even though the military court process will run, the process has never been legitimate because from the beginning there has never been transparency of information to the public regarding the results of the investigation and investigation at the TNI Puspom.

"In connection with this, I hope that the state does not take steps that will actually obscure the legal process.

"As a victim of military violence, I ask the President of the Republic of Indonesia to immediately form the TGPF and decide that this case should be resolved in a public court.

I ask you to ensure that the handling of this case is accountable and subject to the principle of due process of law, by placing public justice as a legitimate, credible, and clean forum from corrupt interests.

"This case is not only about myself, but about the commitment of the state to protect its citizens and uphold the law fairly.
