JAKARTA - The Governor of Southeast Sulawesi, Andi Sumangerukka, changed the selection system of officials in the local government by implementing the principle of meritocracy. This was responded positively by many parties, one of which was academics and observers
Syamsir Nur, an academic from the Faculty of Economics and Business, Halu Oleo University, supports the new system carried out by the governor. According to him, this is a big commitment in changing bureaucracy.
"The direct election of level 3 and 4 by the Governor shows his commitment to organizing a more qualified bureaucracy. So Mr. Governor changed the principle of placing positions based on ability or achievements that are checked directly, which has been through the administrative selection process or can be because they are known-introduced or there is a practice of nepotism," he said, Thursday, April 16.
"this will make officials in Sultra filled with talented people, not because they are close" he said.
He said this would make it easier for the Governor to evaluate performance, so as not to perpetuate the ABS (Asal Bapak Senang) system.
"This breakthrough will also make it easier for the Governor to evaluate the performance of OPD because it is likely that he himself will check with these technical officials, not just hear reports from OPD heads which sometimes do not match conditions in the field: or the principle of the origin of the father is happy," he continued.
Meanwhile, Hariman Satria, an academic from the Faculty of Law at Kendari Muhammadiyah University, said he fully supported the ASR Governor's program but there were some important notes.
"This meritocratic system is a momentum to improve the database. People who have made mistakes in the past can be the subject of profiling for the future," he said in an interview.
According to him, the next step for the position that needs to be considered is the position of the Regional Secretary (Sekda). This position is the central key in the running of the system
"The governor cannot possibly oversee everything, most likely getting information from the secretary of the province. This makes the next good step is that the governor needs to ensure that the position of the secretary of the province is filled by the right person," he continued.
further, he also said that there was a need for a control system to ensure that this merit system ran well.
"This system needs to be supervised. don't just be slogans but there needs to be supervision in implementation"
