Kemenhan Reports Readiness for 2026 Hajj, Requests DPR Approval for Budget Increase

JAKARTA - Minister of Hajj and Umrah M. Irfan Yusuf asked the House of Representatives Commission VIII for approval regarding the amount of adjustment to the budget for the implementation of the 1447 H/2026 Hajj, the impact of the war in the Middle East. Where there is an increase in the price of fuel oil and changes in routes that cause a shortage of funds of up to Rp. 1.7 trillion.

Initially, Irfan reported the preparation for the implementation of the 2026 hajj to Commission VIII of the DPR RI. Irfan said that the Kemenhaj Team had monitored the readiness of accommodation and consumption services in the holy land.

"We have coordinated with hotel managers so that all the records from the Board of Directors yesterday, which were in the postponed meeting, can be followed up. Especially regarding the improvement of facilities such as carpets, curtains, as well as places for prayer and sanitation so that they are safer and more comfortable for worshipers. Thank you for your various inputs," said Irfan at the Parliament Complex, Senayan, Jakarta, Tuesday, April 14.

"Our team in Saudi Arabia is also monitoring directly on the ground to ensure that the repairs can be realized before the pilgrims occupy the accommodation. We will continue to evaluate the implementation progress periodically," he continued.

Regarding the resignation of one consumption service provider in Mecca with a capacity of 3,500 servings, Irfan said that his party had redistributed the quota to the three previous providers.

"Namely, Al Afandi Catering Services, Ahla Zad Company, and Shofwat Al-Wisam," he said.

Then for air transportation readiness, Irfan said that the increase in jet fuel prices and exchange rate fluctuations provided significant pressure on the financing structure of the 1447 H and 2026 AD Hajj flights, so that the Garuda Indonesia airline proposed an increase in costs of up to Rp974.8 billion and Saudi Airlines of Rp802.8 billion.

"In aggregate, the total cost jumped from Rp. 6.69 trillion to Rp. 8.46 trillion or increased by Rp. 1.77 trillion. Alhamdulillah, the President has emphasized that this cost increase should not be imposed on the congregation," he said.

Meanwhile, regarding the proposed increase in airline flight costs, said Irfan, currently the Ministry of Hajj and Umrah is coordinating with the Attorney General's Office and related parties to ensure its force majeure status and the legality of the source of financing.

"Indeed, as the Chairman asked, there are several alternatives, all ready, we just have to see how our coordination with the Attorney General's Office will be related to the status and legality of the source of financing," he said.

Irfan added, the source of financing for the hajj flight based on the provisions in Articles 44 and 45 of Law Number 14 of 2025 concerning the Third Amendment to Law Number 8 of 2019 concerning the Organization of the Hajj and Umrah, states that the cost component of the flight is sourced from the Hajj Implementation Fee (BPIH). Meanwhile, for the cost of the kloter officer flight is sourced from the State Budget (APBN).

"In order to accommodate the above conditions, we hope that on the occasion of this working meeting with Commission VIII of the DPR RI, it can be approved and decided on the amount and source of financing to meet the cost adjustments. The numbers are there, the total difference needed is IDR 1.77 trillion," he concluded.
