KPAI Demands Restitution Rights to be Applied in the Case of Stray Bullets in Gresik
JAKARTA - The Indonesian Child Protection Commission (KPAI) emphasized the protection of victims and the right to restitution to be fulfilled regarding the handling of the alleged stray bullet case that injured two children by an individual TNI AL in Gresik Regency, East Java.
"Don't let there be any weakening that results in the children of the victims experiencing repeated victimization. We also ask that the rights of restitution and protection of victims should not be ignored," said KPAI member Dian Sasmita when contacted in Jakarta, Antara, Monday, April 13.
The KPAI continues to coordinate with the Ministry of Empowerment of Women and Child Protection (PPPA), the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) of East Java Province, the UPT PPA Gresik Regency, and law enforcement officials, to ensure that the recovery and legal processes are in favor of the child victims.
"We will continue to coordinate with them to ensure that the legal process is in favor of the child victims," said Dian Sasmita.
Meanwhile, the Ministry of PPPA also encourages the legal process currently underway at Pom Kodaeral (Military Police of the Navy Regional Command) V to be transparent, accountable, and just.
"We respect the legal process that is underway and encourage it to be carried out professionally, transparently, and to provide justice for the victims by prioritizing the best interests of the child," said Acting Deputy for Special Child Protection at the Ministry of PPPA, Indra Gunawan.
He said that the physical condition of the two victims is currently still in the post-operative recovery period for bullet extraction and pen installation.
"The physical condition of the two victims is still in the recovery period after the bullet extraction surgery and pen installation, but the mental condition cannot be assessed comprehensively so that it requires further assessment," said Indra Gunawan.
Previously, the incident of suspected stray bullets occurred when students were participating in a school socialization activity at one of the SMP Negeri in Gresik on December 17, 2025. There were two children who were victims of stray bullets, namely the initials DF (14) and RO (15).
Meanwhile, about 2.3 kilometers from the victim's school, there is an AL Navy firing range which was then having a regular shooting exercise.
After the incident, the two victims were immediately rushed to the Siti Khodijah Sepanjang Hospital, East Java, for intensive care. From the results of the X-ray, a bullet was found lodged in DF's left hand and in RO's right back. Victims DF and RO then underwent major surgery to remove the bullet. DF suffered a fracture in the palm of his left hand and was fitted with a pen.
