JAKARTA - The Head of the National Nutrition Agency (BGN), Dadan Hindayana, explained that the use of Event Organizer (EO) is part of the strategic needs of BGN as a new institution that is building operational systems and governance.
This answers the issue regarding the use of a budget of around Rp113 billion for EO services which has become the focus of public attention.
"As a new institution formed to carry out national strategic programs, it is certainly in the early stages of developing systems, organizational structures, and operational governance. At this stage, BGN does not have internal resources that are fully ready to handle all the needs of large-scale activities independently," he said in a statement, quoted Sunday, April 12.
He added that especially in the implementation of large-scale and complex events, public campaigns, and national socialization, the support of professional parties is needed. EO, continued Dadan, has expertise that BGN does not currently have.
"The use of EO services in this context is a strategic step to ensure that activities can run professionally, standardized, and on time. EO has special expertise in event management, ranging from planning, vendor coordination, field technical management, to operational risk mitigation. These things require experience and a solid team that realistically has not been fully owned by BGN in the early stages of its formation," he explained.
In addition to technical aspects, he emphasized that the use of EO is also considered to support more orderly administrative and financial governance, and by involving third parties, the procurement of goods and services, vendor payments, and reporting activities can be carried out centrally and systematically.
"This actually facilitates the process of auditing, supervision, and accountability for the use of state funds, because all components of activities are systematically documented," said Dadan.
According to Dadan, the BGN activities handled by the EO are not just a ceremonial event, but are part of a public communication strategy related to national nutrition issues and also other strategic activities such as Technical Guidance (Bimtek) for food tasters so that food safety is managed by trained human resources.
"Therefore, the quality of implementation is crucial. EO plays a role in ensuring that the message that the government wants to convey can be packaged effectively, attractively, and widely impactful, so that the program's objectives can be optimally achieved and the management of trained human resources in their fields," he explained.
In terms of efficiency, he said that the use of EO was said to be more rational than building an internal team in a short time, the process of building internal capacity takes time, training costs, and recruitment that is not instant, while the program must run immediately.
"Meanwhile, the need for the implementation of the program must run immediately. The EO is present as a bridging solution so that the program can still be executed without sacrificing quality and time," he said.
In practice, Dadan said that EO also serves as a strategic partner that provides input related to activity planning, communication strategies, audience management, to budget optimization to provide maximum impact.
However, Dadan emphasized that BGN remains committed to implementing the principles of transparency and accountability in every use of the budget. All expenditures, including the use of EO services, are carried out in accordance with the provisions of laws and regulations and are open to supervision by supervisory agencies.
