Meta Starts Applying Age Limit of 16 Years to All Platforms

JAKARTA - Minister of Communication and Digital Meutya Hafid said that Meta has committed to complying with child protection regulations in Indonesia, which are contained in Government Regulation Number 17 of 2025 concerning the Governance of the Implementation of Electronic Systems in the Protection of Children (PP Tunas).

Meutya said, as of today, Meta has officially changed the community guidelines by setting a minimum age limit of 16 years on all its platforms, including Instagram, Threads, and Facebook.

"This was conveyed through a letter received yesterday from the legal representative of Meta and also directly to us by Rafael Frankel who is the Head of Public Policy for Meta Regional Asia Pacific," Meutya said in a press conference on Thursday, April 9.

Even though the change in community guidelines has begun to be implemented, Meutya said Meta still needs time to perfect the implementation in its entirety, given the very large number of users.

"From Meta asking for time to arrive tomorrow (April 10), because to change a Community Guidelines with more than 100 million users does take time," Meutya continued.

Furthermore, Meutya revealed that this step is only the initial stage. The government has also asked for continued commitments from Meta, including plans to deactivate user accounts under the age of 16.

"The next stage is of course to deactivate accounts under 16 years of age. This is the statement of commitment we have received. In its supervision, of course, we need time because they just changed today and tomorrow," he added.

"Indonesia has introduced new regulations on child safety on the internet, including Government Regulation Number 17 of 2025 concerning Child Protection in Internet Use (PP Tunas) and related implementation rules. This regulation sets a new minimum age requirement for online platforms, including a minimum age of 16 years for high-risk platform categories unless a self-assessment process of the risk level indicates that the platform is low risk.

"Meta respects this regulation and shares the goal of creating a safe and age-appropriate online experience. We are working with the Ministry of Communication and Digital (KOMDIGI) to comply with the requirements of this regulation in Indonesia."
