Ban DKI ASN from Using Private/Department Vehicles During WFH, Pramono: If You Want to Ride Public Transportation

JAKARTA - DKI Jakarta Governor Pramono Anung has banned state civil servants (ASN) in the DKI Jakarta Provincial Government environment from using private vehicles or official vehicles when implementing the work from home (WFH) policy every Friday.

This policy is part of an effort to be efficient, as well as to reduce the use of fuel and unnecessary mobility when employees work from home.

"With the approval of work from home, I believe this will definitely reduce the cost of gasoline for cars and so on. Because, when working from home I do not allow anyone to use that vehicle for personal purposes because what his status is work from home," said Pramono at the DKI Jakarta City Hall, Thursday, April 2.

Pramono said that they still have access to mobility through public transportation that is free of charge for DKI ASN such as Transjakarta, MRT Jakarta, and LRT Jakarta. Therefore, he assessed that there was no reason for employees to continue to use private vehicles.

"If he wants to use public transportation, anything for ASN in Jakarta is free. So there is no reason not to take advantage of it," said Pramono.

Apart from efficiency, Pramono also touched on the issue of ASN discipline in implementing the WFH policy. He reminded, the facilities provided to ASN are quite good compared to other sectors, so they should not be abused.

"So once again, to ASN in Jakarta, I apologize, they are relatively privileged compared to others, it is actually quite good. But if you are too spoiled, you will definitely be taken action," said Pramono.

Previously, Pramono emphasized that he would impose sanctions on ASN who violated the WFH rules by continuing to travel without urgent interests.

Pramono highlighted the potential for misuse of the WFH policy, such as working from a cafe or other place outside the house without a clear reason. According to him, this is not in line with the main purpose of the policy.

"Regarding work from cafes or anywhere else, if that happens, there will definitely be strict sanctions for that," said Pramono at the DKI Jakarta City Hall, Wednesday, April 1.

However, not all ASN will follow the WFH scheme. A number of officials and employees who serve in the public service sector are still required to work from the office or field.

Pramonk said that a number of ASN who serve in the public service sector are still required to work as usual. The excluded groups include health workers, firefighters, and other field officers who come into direct contact with public services.

Apart from public service officers, structural officials are also not included in the WFH scheme. Pramono emphasized that the leadership position must be present to ensure that the wheels of government run.

"There are some exceptions that are not included in work from home, for example, officials at the madia level, Pratama, then also things related to public services such as Satpol PP, Transportation, Health, Gulkarmat/damkar, so they will continue to serve as usual," explained Pramono.

For ASN working in the field of administration, the implementation of WFH will be regulated by a percentage scheme. The DKI Provincial Government has prepared a minimum and maximum limit for the number of employees who can work from home.

"Administrative matters regulated in the circular, we will arrange for work from home because there is no range from the Central Government that we will arrange the range between 25 percent to a maximum of 50 percent," he added.
