BPH Migas Issues Letter of Restriction on the Purchase of Pertalite and Solar

JAKARTA - The Oil and Natural Gas Upstream Regulatory Agency (BPH Migas) has issued rules to limit the quota for the purchase of Special Assignment Fuel Type (JBKP) Pertalite and Specified Fuel Type (JBT) Solar which is valid starting April 1, 2026.

This rule is contained in the Decree of the Head of BPH Migas Number 024/KOM/BPH.DBBM/2026. In this rule it is stated that this policy takes into account the results of the Limited Cabinet Meeting on March 28, 2026 regarding the implementation of measures and policies to anticipate and overcome the occurrence of an energy crisis due to the war in the Middle East.

On the other hand, this regulation also states that if the Government considers it necessary to have energy efficiency and needs to implement the implementation of reasonable purchase/restriction of fuel purchases.

"Based on the results of the Coordination Meeting at the Coordinating Ministry for Economic Affairs on March 30, 2026 regarding the implementation of reasonable purchases (restrictions) of fuel and energy and the increase in fuel and LPG stocks, the control must be regulated in the Decree of the Head of BPH Migas," the policy reads.

The restrictions set by BPH Migas in this regulation, the assignment business entity is obliged to carry out control of the distribution of JBT Solar for transportation user consumers with the following details:

a. Individual motor vehicles for the transport of people and/or goods with 4 wheels a maximum of 50 liters/day/vehicle. b. Public motor vehicles for the transport of people and/or goods with 4 wheels a maximum of 80 liters/day/vehicle. c. Public motor vehicles for the transport of people and/or goods with 6 wheels or more a maximum of 200 liters/day/vehicle. d. Motor vehicles for public services (ambulance, funeral car, fire truck and garbage truck) a maximum of 50 liters/day/vehicle.

Meanwhile, the second decision is that the Assignment Business Entity must carry out control of the distribution of JBKP Pertalite RON 90 with the following provisions:

a. Individual/general motor vehicles for the transportation of people and/or goods with 4 wheels a maximum of 50 liters/day/vehicle. b. Motor vehicles for public services (ambulance, funeral car, fire truck and garbage truck) a maximum of 50 liters/day/vehicle

BPH Migas also requires the Assignment Business Entity to record the police number on motor vehicles each time they distribute JBT Solar and JBKP Pertalite.

Not only that, the Assignment Business Entity is also required to submit a report on the progress of the implementation of the control of the distribution of JBT Solar and JBKP Pertalite every 3 months or whenever necessary.

Meanwhile, if the distribution exceeds the amount that has been determined, the excess is not paid for subsidies and/or compensation, or is accounted for as a type of general fuel oil (JBU).

"This decision will take effect on April 1, 2026," the policy reads.

When confirmed at his office, Head of BPH Migas, Wahyudi Anas said, regarding the program for adjusting the purchase of reasonable fuel, it will be officially announced by the government as a key opinion leader. For this reason, he emphasized that there was no restriction on the purchase of fuel as rumored.

"There are no restrictions or adjustments. So just be patient because everything will be measured and determined by the government," said Wahyudi Anas.
