Remind the DKI Provincial Government 15 Perda Derivative of the Jakarta Special Law, DPRD: Don't Let the Authority Be Taken by the Center
JAKARTA - The Chairman of the DKI Jakarta DPRD, Khoirudin, stated that his party was drafting regulations derived from Law Number 2 of 2024 concerning the specificity of Jakarta. This compilation is focused on strengthening the authority of the local government, especially ahead of the change in Jakarta's status after it is no longer the capital of the country.
Khoirurin touched on a number of issues of concern, ranging from food security to the implementation of the Jakarta Special Law. This was conveyed by Khoirudin in a halalbihalal event with DKI Jakarta Governor Pramono Anung and Deputy Governor Rano Karno.
According to him, the DPRD faces challenges in formulating a number of derivative regional regulations (Perda) so as not to reduce the authority of the local government.
"We are challenged by the DPRD because the mandate of Law Number 2 of 2024 Article 19 which contains the specificity of Jakarta. There are 15 specificities that we must control so that the rights of the regional government are not taken by the center," said Khoirudin at the DKI Jakarta DPRD building, Monday, March 30.
Khoirudin emphasized that within the framework of the law, the central government should only play a role in the aspect of norms, standards, procedures, and criteria (NSPK), while the technical implementation remains in the hands of the DKI Jakarta Provincial Government.
"In essence, the central government is only in the realm of NSPK, namely norms, standards, procedures, criteria. While the execution is in the DKI Jakarta Provincial Government," explained Khoirurin.
Currently, there are 15 draft regional regulations (Raperda) that are being drafted as a derivative of the Jakarta Special Law. The DPRD is trying to ensure that all regulations still provide a wide room for execution for the local government.
"Now we are controlling that the 15 ordinances, which are currently still being studied and drafted, will later ensure that the right to execute is in the Regional Government," said Khoirudin.
One of the regulations that has been passed early is the Regional Long-Term Development Plan (RPJPD), including the spatial regulation. This acceleration step is carried out to maintain the position of the DKI Provincial Government in managing its territory in the future.
"That is why we confirmed the Spatial Planning Regulation and the RPJPD Regulation at the beginning, even though Mr. Pramono Anung had not been appointed at that time. In order to control the right to execute, there is in the DKI Jakarta Provincial Government," he said.
Khoirudin also highlighted the potential for a reduction in regional authority in the management of the Thousand Islands. He said there were indications that some areas were under the control of the ministry through national and conservation areas programs.
"Beside it, it is pinned again with a conservation program. These two areas, although geographically ours, the permit and retributions are the rights of the ministry. We only have geography," he concluded.
