DKI Jakarta Provincial Government Applies WFA ASN Maximum 50 Percent Pascalibur Lebaran
JAKARTA - The DKI Jakarta Provincial Government is implementing a flexible work scheme in the form of work from anywhere (WFA) for state civil servants (ASN) in the DKI Provincial Government environment with a maximum limit of 50 percent of employees in one work unit.
This policy is implemented as an adjustment to the length of the Holy Day of Nyepi and Idulfitri 1447 Hijri, while maintaining the smooth running of public services to run normally.
The regulation is a follow-up to the Circular Letter of the Minister of PANRB Number 2 of 2026 regarding the adjustment of the implementation of ASN civil service duties during national holidays and joint holidays.
In the circular, the head of the local government is authorized to regulate the work pattern of employees through a combination of work from office (WFO) and WFA, as needed by the organization.
This adjustment to the work system applies to two days before Nyepi, namely March 16 and 17, 2026, and three days after the Lebaran public holiday, namely March 25 to 27, 2026.
Even though it opens up room for flexibility, the Provincial Government emphasizes that the implementation of WFA is not carried out completely. The number of ASN working outside the office is limited to a maximum of 50 percent and must undergo selective consideration, both in terms of service needs and employee conditions.
In the Circular Letter of the Governor of DKI Jakarta Pramono Anung, ASN who carry out WFA are still required to meet work discipline, including online attendance.
"ASN who carry out duties outside the office are still required to do online attendance through the official government application twice a day, namely in the morning from 06.00-08.00 WIB and in the afternoon from 16.00-18.00 WIB," wrote the circular signed by Pramono, quoted Wednesday, March 25.
In addition, the working hours provision also remains unchanged. In the period from March 16-17, ASN must still meet the accumulation of 7.5 working hours per day. Meanwhile, for March 25-27, the working hours are set to 8.5 hours per day.
For ASN who receive the Additional Employee Income (TPP) based on workload, the achievement of working hours remains the basis for performance assessment. Direct superiors are also required to verify attendance through the available attendance system.
The Provincial Government emphasizes that this flexible work policy must not interfere with the quality of services to the public. All regional devices are asked to ensure that public services continue to run optimally, while maintaining the performance target is effectively and efficiently achieved.
The WFA policy does not apply to work units that provide direct services that cannot be done digitally, including services that operate 24 hours a day.
