PN Jakpus Down to Block 15 GBK, Emptying Ex-Hotel Sultan Entering Determination Stage

JAKARTA - The dispute over the land of the former Sultan Hotel in Block 15 of the Gelora Bung Karno area has entered a new phase. Monday morning, March 16, 2026, the Central Jakarta District Court went directly to the location to match the boundaries and objects to be executed, marking the entry of the long dispute into the determination stage.

This process is carried out by the clerk and the PN Jakarta Central seizure team through the constatering, namely matching the objects of execution in the field. The land that was examined was more than 13 hectares in area. The government said the land was a strategic state asset that had been owned without rights by PT Indobuildco.

This step is a follow-up to the Determination of the Chairman of the Central Jakarta PN Number 1/Pdt.Eks/2026/PN Jkt.Pst juncto Number 208/Pdt.G/2023/PN Jkt.Pst dated February 25, 2026. Present at the location include the Secretary of the State Secretariat Ministry Setya Utama, PPKGBK Director General Rakhmadi Afif Kusumo, and the Director General of Land Dispute and Conflict Management ATR/BPN Iljas Tedjo Prijono.

Rakhmadi said the presence of the court team on the ground showed that the state was taking the legal path to the end to take back its assets. According to him, the limit of State-owned Goods in Block 15 must be ensured in accordance with the execution request submitted by the government.

The legal representative of the Ministry of Law and PPKGBK, Chandra Hamzah, emphasized that the civil judgment in this case is immediate. Therefore, even though PT Indobuildco is still filing a new resistance or lawsuit, the process leading to the execution of the eviction still continues.

"This decision is immediate, so even though there are new resistance or lawsuits from the management, the process towards the execution of the eviction still goes on and is not hindered," Chandra Hamzah explained in his statement on Monday, March 16.

Today's observation includes an examination of ex-HGB No. 26/Gelora and ex-HGB No. 27/Gelora, including the boundaries of land, buildings, and parties still occupying the area. The results will be the basis for the Chairman of the Central Jakarta PN to issue a physical evacuation order.

The government also reminded PT Indobuildco of its obligation to pay royalties that have not been fulfilled for 17 years worth USD 45.3 million or around Rp. 754 billion. This state debt must be paid immediately as a form of accountability for the use of state land without a valid permit since 2007.
