Alleged Maladministration to KKN Top BGN Reported to the Attorney General's Office   

JAKARTA - The Garuda Muda Dharmagati Foundation (YGMD) reported the transfer of the Nutrition Fulfillment Service Unit (SPPG) and Virtual Account (VA) accounts belonging to YGMD to another foundation in the National Nutrition Agency (BGN) system to the Attorney General's Office. This practice is considered related to alleged maladministration, abuse of authority, and indications of collusion, corruption, and nepotism (KKN).

"The transfer of accounts was carried out by bypassing without any handover report documents or legal release of rights from us as the original PKS (Cooperation Agreement) holder," said the Head of YGMD, I Gede Ngurah Eka Dharmayudha when presenting a report at the Attorney General's Office, Monday, March 9.

Eka also said that the change in partnership status in the BGN system was made without notice. His party was also not involved even though it had the status of an initial partner.

"We as the old foundation have never been informed, never asked for clarification, and have never been involved in the transfer process," he said.

Eka assessed that the action was a form of serious alleged maladministration that could potentially harm his party while disrupting the governance of state programs.

In addition, YGMD also highlighted the instructions from an official of the BGN who prohibited the operation of the foundation's kitchen during the relocation process.

In fact, Eka said, the provisions in Technical Instruction Number 401 of 2025 regulate the operation of nutritious feeding must continue even though there is a process of transferring management.

"We consider this operational ban as a form of abuse of authority because it ignores the nutritional rights of students in order to facilitate the transfer process of the foundation which we consider not to be in accordance with the procedure," he said.

In his report, YGMD mentioned the name of the Deputy Head of the National Nutrition Agency for Operational Nutrition Fulfillment, Sonny Sonjaya. He is suspected of having a link in the process of transferring the partnership.

Furthermore, YGMD also reported alleged violations of the code of ethics of the profession to the NTB Police's Professional and Security Division (Bidpropam) regarding alleged conflicts of interest by active members of the National Police who served as the Chairman of the Board of Trustees of the foundation that received the account transfer, namely the Al Ilyas Jaya Sejahtera Foundation.

The YGMD assessed that the forced closure of the kitchen could potentially disrupt the implementation of the Free Nutritious Meal Program, which is one of the government's strategic national programs.

In its report, the YGMD asked law enforcement officials to investigate the alleged abuse of authority as stipulated in Article 3 of the Corruption Crime Law.

In addition to taking legal action, YGMD also asked BGN to temporarily freeze the SPPG account that had been transferred until the dispute was resolved legally.

YGMD also urged a forensic audit of the program's governance system to uncover parties suspected of changing Virtual Account data without a valid document basis.

"The free nutritious meal program is a mandate of the state for the fulfillment of the nutritional rights of Indonesian children. This program must not be abused by parties with certain interests," concluded Eka.
