KPK Reveals the Husband of Fadia Arafiq, a DPR Legislator and His Son in the DPRD, to Enjoy Corruption Money

JAKARTA - The Corruption Eradication Commission (KPK) officially announced that the Regent of Pekalongan Fadia Arafiq as a suspect in the alleged corruption in the procurement of outsourcing services and other procurements in the Pekalongan Regency Government (Pemkab) for the 2023-2026 Fiscal Year.

Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, said the alleged corruption began when Fadia Arafiq established PT Raja Nusantara Berjaya (PT RNB) with her husband, Mukhtaruddin Ashraff Abu as a Member of the Indonesian Parliament and Muhammad Sabiq Ashraff, a legislator of the Lamongan Regency DPRD, who was her son in 2022 or after serving as the Regent of Pekalongan. This company then monopolized projects there.

"Throughout 2023 to 2026, there were transactions into PT RNB worth Rp. 46 billion sourced from contracts with regional devices in the Pekalongan Regency Government," Asep said in a press conference at the KPK's Red and White building, Kuningan Persada, South Jakarta, Wednesday, March 4.

Of that amount, Asep explained that Rp22 billion was used to pay the salaries of outsourcing employees. Meanwhile, the rest or about 40 percent flowed into the pockets of Fadia, her husband and her children.

"The remaining funds were enjoyed and distributed to the regent's family with a total of Rp. 19 billion or about 40 percent of the total transaction," he said.

The following is the details of the flow of corrupt funds enjoyed by Fadia Arafiq and his family along with other parties:

1. Fadia Arafiq as the Regent of Pekalongan enjoyed Rp5.5 billion; 2. Mukhtaruddin Ashraff Abu who is Fadia's husband enjoyed Rp1.1 billion.

Ashraff currently serves as a member of the Indonesian House of Representatives for the 2024-2029 period from the Golkar Party Faction which serves on Commission X. At PT RNB, he holds the position of commissioner.

3. Muhammad Sabiq Ashraff as the regent's son enjoyed Rp. 4.6 billion;

Sabiq is a member of the Pekalongan Regency DPRD from the Golkar Party Faction (Dapil V). He also served as the Director of PT RNB for the period 2022-2024.

4. Mehnaz NA as the regent's son enjoys Rp2.5 billion; 5. Rul Bayatun as Director of PT RNB 2024 - now / Regent's Trust Person: Enjoying Rp2.3 billion; and 6. Other cash withdrawals of Rp3 billion.

As for Fadia during his tenure, Asep said he intervened through his son, Sabiq, and his trusted person to the head of the service.

They require every regional unit, from departments, districts, to RSUDs, to win PT RNB or what they call the 'Parent Company'. In fact, there are offers from other companies that are cheaper.

In addition, Fadia also arranged for the estimated price (HPS) to be submitted to PT RNB at the beginning, so that the company could adjust the bid value.

The management and distribution of this corrupt money is directly regulated by Fadia through communication in a WhatsApp group called 'Belanja RSUD'.

"Every time money is taken for the regent, the staff always reports, documents, and sends it through the WA group," said Asep.

For his actions, Fadia Arafiq was officially detained for the next 20 days at the KPK Red and White Building Branch Detention Center. The extension of detention will be carried out according to the needs of investigators.

In this case, he is suspected of violating Article 12 letter i and Article 12 B of the Corruption Eradication Law in conjunction with Article 127 paragraph (1) of the Criminal Code regarding conflicts of interest and abuse of authority in the procurement of goods and services.
