Follow the KPK's instructions, the Governor of Kaltara issued a circular prohibiting gifts for ASN

TANJUNG SELOR - North Kalimantan (Kaltara) Governor Zainal A. Paliwang has ensured that a circular prohibiting gratification will be issued immediately ahead of the 2026 Eid al-Fitr.

This is a follow-up to Circular Letter Number 2 of 2026 issued by the Corruption Eradication Commission (KPK).

Governor Zainal said this step was taken to strengthen the prevention of corruption practices in the environment of the Provincial Government (Pemprov) of North Maluku, especially during the holiday season which is considered prone to giving gratification to state apparatus.

"We will immediately issue a circular as a follow-up to the KPK's appeal. This is important to remind all ASN not to give or receive gratification in any form before the holidays," said Zainal, Saturday (28/2/2026).

He explained that in the KPK circular it was emphasized that civil servants and state administrators were prohibited from giving or receiving gratuities related to their positions, including asking or receiving THR, gifts, packages, or other forms of gifts, both personally and on behalf of the institution.

"This policy is a guideline for all regional device organizations (OPD) in maintaining the integrity of public services," said Zainal.

"We will convey this circular to all OPDs so that it becomes a clear guideline. ASN must maintain integrity and ensure that public services remain professional and free from gratification practices," he continued.

He explained that every gratification receipt must be reported to the KPK no later than 30 working days from the date of receipt.

"Reporting is carried out as a form of transparency and compliance with corruption prevention rules," he said.

Zainal emphasized that gratification in the form of perishable food or drinks can be distributed as social assistance to orphanages or nursing homes, but must still be reported through the Gratification Control Unit (UPG) in each agency to be forwarded to the KPK.

"We also remind that service facilities are not used for personal interests. The holiday momentum must still be carried out by upholding ethics and applicable rules," he said.

Governor Zainal also appealed to the public not to give gifts or any form of gift to state officials because it has the potential to violate legal provisions.

"The issuance of this circular is part of the commitment of the North Kalimantan Provincial Government in strengthening the culture of anti-corruption and maintaining clean and integrated government governance," he concluded.
