Former Director General of Kominfo Charged 7 Years in Prison for PDNS Corruption Case
JAKARTA - The Director General of Information Technology Applications of the Ministry of Communication and Information Technology for the period 2016-2024, Semuel Abrijani Pangerapan, was charged with 7 years in prison in connection with the alleged corruption case of the Temporary National Data Center (PDNS).
Public prosecutor (JPU) from the Attorney General's Office (Kejagung) Muhammad Fadil Paramajeng believes that Semuel has been proven to be legally and convincingly guilty of committing a criminal act of corruption together against the law.
"The action is carried out by enriching oneself or others or a corporation that results in financial losses to the state," said the JPU in a reading of the letter of demand at the Jakarta Corruption Court, Thursday, February 26, reported by ANTARA.
In addition to imprisonment, the JPU also demanded that Semuel be sentenced to a fine of Rp. 750 million with the provision that if it is not paid, it will be replaced (subsider) with 165 days in prison.
Semuel is also required to pay compensation in the amount of Rp6 billion, of which the payment has been deducted from Semuel's property that has been confiscated in the case.
In the same trial, there were also four other defendants who read the charges, namely the Business Director of PT Aplikanusa Lintasarta for the period 2014-2022 Alfi Asman who was charged with 7 years in prison and a fine of Rp. 750 million, subject to 165 days in prison.
Then, the Director of Government Information Technology Application Services at the Directorate General of Aptika of the Ministry of Communication and Information for the period 2019-2023, Bambang Dwi Anggono, was sentenced to 10 years in prison, a fine of Rp. 750 million, a substitute for 165 days in prison, and a substitute for Rp. 3 billion, a substitute for 4 years in prison.
There is also a Commitment Maker Officer (PPK) in the procurement of goods or services and the management of PDNS at the Ministry of Communication and Information for the period 2020-2022 Nova Zanda who is charged with imprisonment for 6 years and a fine of Rp. 750 million subsider 165 days of imprisonment.
Then, the Account Manager of PT Dokotel Teknologi for the period 2017-2021, Pini Panggar Agusti, was sentenced to 8 years in prison, a fine of Rp. 750 million, a substitute for 165 days of imprisonment, and a substitute for Rp. 1 billion, a substitute for 2 years in prison.
For their actions, the defendants are believed to have violated Article 603 in conjunction with Article 20 letter c of the National Criminal Code in conjunction with Article 18 of Law Number 31 of 1999 concerning the Eradication of Corruption Crimes as amended and supplemented by Law Number 20 of 2001.
In the case of alleged corruption in the procurement of goods and services and the management of the Temporary National Data Center (PDNS) at the Ministry of Communication and Information Technology for the period 2020-2022, Semuel allegedly received a bribe of Rp. 6 billion.
The money was received from Alfi in return for appointing PT Aplikanusa Lintasarta in several projects.
It is stated that PT Aplikanusa Lintasarta was appointed as the provider of other procurement services, infrastructure-service providers in 2020, the PDNS project in 2021, and the PDNS project in 2022 at the Ministry of Communication and Information.
As a result of the actions of Semuel together with Alfi and other defendants in the case, the JPU revealed that the state suffered a loss of IDR 140.86 billion due to the enrichment of PT Aplikanusa Lintasarta.
