BGN: SPPG incentive Rp1.8 billion/year of maximum dirty income before deducting investment
JAKARTA - The National Nutrition Agency (BGN) explained that the Nutrition Fulfillment Service Unit (SPPG) incentive has been integrated into the budget ceiling of Rp. 15 thousand per Free Nutritious Meal (MBG) menu that has been determined.
Deputy Head of BGN Sony Sanjaya stated this in response to information circulating regarding the existence of an incentive of Rp6 million outside the limit of Rp15 thousand per menu of the MBG Program, as well as the narrative that states that partners obtain a net profit of Rp1.8 billion per year.
"The implementation of MBG is not designed as an instant profit scheme, but as a public service instrument based on quality standards and accountable governance. The figure of Rp. 1.8 billion in circulation is the maximum gross revenue before deducting investment, depreciation of assets, and other operating costs," he said as reported by ANTARA, Thursday, February 26.
Sony emphasized that the MBG Program was designed to ensure the readiness of facilities and service quality, not to provide excessive benefits to partners. The standards set reflect a commitment to quality, food safety, and program sustainability.
The MBG program is implemented based on the Head of BGN Decree Number 401.1 of 2025 concerning Technical Instructions for the Management of the Free Nutritional Meal Program for the 2026 Fiscal Year. The regulation comprehensively regulates the financing mechanism, facility standards, operational management, to the supervision and evaluation system.
In the technical instructions, it was emphasized that the allocation of an average of Rp. 15 thousand per day per beneficiary has included the components of raw materials, actual operating costs (at cost), and SPPG facility incentives which are set at Rp. 6,000,000 per day of operation and are provided based on the availability of services, not based on the number of portions produced.
Assuming the maximum service capacity of 3,000 beneficiaries per day, the incentive of Rp6,000,000 is equivalent to Rp2,000 per portion. This means that the incentive is an integrated part of the financing structure of Rp15,000 per menu and not an addition outside the budget ceiling.
"The narrative regarding 'net profit of IDR 1.8 billion per year' is a wrong interpretation. The figure is an estimate of the maximum gross revenue from the incentive component in a full operational year, which is calculated from IDR 6,000,000 multiplied by 313 operational days (365 days minus 52 Sundays), resulting in IDR 1.8 billion per year," said Sony.
To obtain this incentive, continued Sony, partners are required to build and operate SPPG in accordance with the strict standards set by BGN. The initial investment issued by partners from private funds ranges from IDR 2.5 to IDR 6 billion, depending on the location and land price.
"The MBG program is part of the national nutrition fulfillment strategy to reach approximately 82.9 million beneficiaries gradually through the construction of 35,000-40,000 SPPG in 38 provinces. The entire process, from determining beneficiaries, distributing funds through virtual accounts, daily reporting, to the auto top-up mechanism, is carried out digitally and supervised in layers to ensure accountability for the use of state funds," he explained.
