Purbaya Reveals the Funding Scheme for 105,000 Pickup Trucks for the Red and White Kopdes

JAKARTA - Minister of Finance Purbaya Yudhi Sadewa spoke out regarding the funding scheme for the import of 105,000 pickup trucks from India which will be used for the operations of the Red and White Village Cooperative (Kopdes).

The procurement of the vehicles was carried out by PT Agrinas Pangan Nusantara and is planned to arrive gradually until the end of 2026.

According to Purbaya, the financing of the Kopdes Merah Putih program is sourced from loans to state-owned banks that are members of Himbara.

He added that the Ministry of Finance is then responsible for paying the loan installments of around Rp. 40 trillion per year for six years.

"The composition of the Red and White Fund (Kopdes) is that they borrow money from the Himbara Bank. My obligation as the Ministry of Finance is that every year it will repay the loan of around Rp. 40 trillion for the next 6 years," said Purbaya in the APBN KiTA press conference, Monday, February 23.

He emphasized that this mechanism does not add to the State Budget (APBN) burden, because the funds for installment payments come from the allocation of Village Funds which are indeed budgeted every year, so that changes only occur in the scheme of use, not in the total amount of state spending.

"So for me, the risk is clear, there is no additional fiscal side because every year some of the money is transferred from the Village Fund. So every year we do spend that much, it's just that the way we spend it has changed," he explained.

Previously, Purbaya set a policy of allocating 58.03 percent or equivalent to Rp34.57 trillion of the Village Fund allocation to support the implementation of the Kopdes Merah Putih program.

The funds are prioritized for the payment of installments for the construction of physical outlets, warehousing facilities, and other operational equipment.

This policy is contained in the Minister of Finance Regulation (PMK) Number 7 of 2026 concerning the Management of Village Funds for the 2026 Fiscal Year which has been in effect since February 12, 2026. The total ceiling for the 2026 Village Fund itself is set at IDR 60.57 trillion.

Article 15 paragraph (3) states that the adjustment of allocation to support the implementation of the Red and White Kopdes is calculated at 58.03 percent of the village fund ceiling for each village or around Rp. 34.57 trillion.
