DPR Member: Return of the Old Version of the KPK Law Double Standard Jokowi

Member of Commission III of the Indonesian House of Representatives, Nasyirul Falah Amru alias Gus Falah, assessed that the approval of the return of the old version of the Corruption Eradication Commission (KPK) Law (UU) was a double standard for the 7th President of the Republic of Indonesia, Joko Widodo.

The reason, he said, was that Jokowi as president had a role in the birth of Law Number 19 of 2019 concerning the Second Amendment to Law Number 30 of 2002 concerning the Corruption Eradication Commission.

"Throwing the problem only to the DPR RI by calling the people's representative institution as the initiator of the revision of Law Number 30 of 2002 is a form of 'washing hands'," said Gus Falah in a statement in Jakarta, Antara, Monday, February 16.

Gus Falah stated that based on Law Number 15 of 2019, which is a change to Law Number 12 of 2011 concerning the Formation of Legislative Regulations, the president has the authority to discuss draft laws (RUU) with the DPR through the relevant ministers, has the right to submit RUU outside the national legislation program (prolegnas), and coordinate government regulation planning.

The President, he said, through government representatives also has a role in discussing Phase II, namely the DPR RI Plenary Meeting.

Thus, he said, Jokowi's role was clearly visible on September 11, 2019, when a letter as president to the DPR was issued to assign the Minister of Law and Human Rights and the Minister of State Apparatus Utilization as government representatives to discuss the revision of the KPK Law.

"On September 17, 2019, at the time of the decision, the Minister of Law and Human Rights, on behalf of the President, stated that the President agreed to change the KPK Law, so it is very funny if Jokowi throws a hot ball that this revision is because of the DPR's initiative," he said.

Gus Falah berpendapat apabila kala itu Jokowi tidak setuju, seharusnya perwakilan pemerintah ditarik dari proses pembahasan atau mengeluarkan peraturan pemerintah pengganti undang-undang (perppu) karena pada saat itu ada dinamika publik.

Previously, Jokowi admitted that he agreed with the proposal of the former KPK Chairman Abraham Samad to return the KPK Law to the old version. Jokowi alluded to the KPK Law version as the result of the DPR's initiative.

The former president said the KPK Law was revised while he was president at the initiative of the DPR, but he did not sign the revised law.

The process of forming the KPK bill at that time was controversial and also a demonstration.

At that time, the demonstrators also called for the term Reformasi Dikorupsi as a protest against the enactment of the new KPK Law.
