Monitor LRT Phase 1B Manggarai, DPRD asks for a Technical MoU with the Ministry of Transportation and Space for Local MSMEs
JAKARTA - Member of Commission B of the DKI Jakarta DPRD, Dwi Rio Sambodo, expressed his support for the acceleration of the construction of the Manggarai Phase 1B LRT Station, which was worked on by PT Jakarta Propertindo (Jakpro) together with the DKI Jakarta Provincial Government.
Rio assessed that the development of a transit-oriented development (TOD) based area in Manggarai was a strategic step to integrate various modes of transportation, ranging from KRL, Airport Trains, to Transjakarta.
According to him, this integration has the potential to reduce congestion and support the target of decarbonization of the transportation sector in Jakarta.
Moreover, support for this project comes directly from the Governor of DKI Jakarta. Rio called it a strong political signal to accelerate the realization of this strategic project.
"There needs to be a binding technical MoU between the DKI Provincial Government or Jakpro and the Ministry of Transportation," Rio told reporters, Friday, February 13.
Therefore, Commission B of the DKI DPRD ensures that it will closely monitor the planning process until the implementation of the construction of the Manggarai Phase 1B LRT Station.
Rio emphasized the importance of technical integration that is directly connected or seamless connectivity with the Manggarai Station belonging to the Ministry of Transportation.
"We will encourage direct supervision on a regular basis to ensure the distance and comfort of passenger transfers," he added.
He highlighted that intermodal transfers should not make passengers walk too far. Ideally, the walking distance should not be more than 300 meters.
Apart from technical aspects, Rio reminded that TOD policies in Manggarai are not only oriented towards physical development, but also pay attention to the surrounding community.
He encouraged the existence of regulations, both through the Governor's Regulation (Pergub) and Regional Regulation (Perda), which require the allocation of special commercial space for local MSMEs in TOD areas.
"Local MSMEs must be given space. Not only business places, but also training, mentoring, and affordable rental schemes so that they are ready to compete," he explained.
According to Rio, the process of construction to the selection of strategic partners must be carried out transparently and involve public participation. Active socialization by Jakpro is considered important to maintain the social character of the Manggarai area.
Rio also encouraged the DKI Provincial Government to prepare an integrated incentive policy to increase public interest in using public transportation.
The scheme can be in the form of an integrated tariff with a flat system or a discount for users who switch modes in Manggarai. In addition, a park and ride facility with affordable rates is also considered important to attract private vehicle users to switch to public transportation.
He assessed that a massive public campaign was needed to explain the ease, convenience, and positive impact of transport integration on the environment and travel time efficiency.
On the other hand, the high potential for passenger movement in Manggarai must be balanced with a good crowd management system. Aspects of crowd management, integrated CCTV surveillance, and the availability of security officers need to be part of the design and budget of the project.
"Commission B will ensure that the safety and comfort of passengers are really taken care of," said Rio.
In the future, Commission B of the DKI DPRD plans to conduct periodic evaluations of the social and economic impact of the project, the level of use of mode integration, to its effectiveness in reducing congestion and emissions.
"The results of this evaluation will be the basis for improving TOD policies at other stations in Jakarta," concluded Rio.
