Country with the Highest Corruption Rate in Southeast Asia: Indonesia Ranking How?

YOGYAKARTA - The non-profit organization Transparency International Indonesia (TII) has just released the Corruption Perceptions Index (CPI) or Corruption Perceptions Index (CPI) scores of a number of countries. In the index, Indonesia's CPI score in 2025 has dropped to 34, ranking 6th in the countries with the highest corruption rates in Southeast Asia.

It is worth noting that the corruption perception index is a composite indicator to measure the perception of public sector corruption on a scale of 0 (very corrupt) to 100 (very clean) in 180 countries and territories based on a combination of 13 global surveys.

According to TII, Indonesia's GPA score in 2025 is 34, down 3 points from the previous year which was at 37.

Indonesia is ranked 109 out of 180 countries involved. In 2024, Indonesia is in position 99.

Several countries whose GPA is the same as Indonesia are Algeria, Nepal, Malawi, Sierra Leone, Laos, and Bosnia & Herzegovina.

"Here is the score of the Indonesian CPI in 2025, Indonesia's score is at 34," said TII Program Manager Ferdian Yazid in an online press conference, Tuesday, February 10, 2026.

At the ASEAN level, Indonesia's position is below Singapore with an IPK score of 84 (stagnant), Malaysia 52 (up 2 points), Timor Leste 44 (stagnant), and Vietnam 41 (up 1 point).

Under Indonesia, there is Thailand with an IPK score of 33, down 1 point in 2025, followed by the Philippines with an IPK score of 32 (down 1 point), Cambodia 20 (down 1 point) and Myanmar 16 (stagnant).

Referring to the 2025 Corruption Perception Index released by Transparency International, the following is a list of countries with the highest corruption rates in Southeast Asia.

Singapore: GPA score 84, ranked 3 globally Brunei Darussalam: GPA score 63, ranked 31 globally Malaysia: GPA score 52, ranked 54 globally Timor Leste: GPA score 44, ranked 73 globally Vietnam: GPA score 41, ranked 81 globally Indonesia: GPA score 34, ranked 109 globally Laos: GPA score 34, ranked 109 globally Thailand: GPA score 33, ranked 116 globally Philippines: GPA score 32, ranked 120 globally Cambodia: GPA score 20, ranked 163 globally Myanmar: score 16, ranked 169 globally

For additional information, the aspects measured in the CPI include bribery, diversion of public budgets, the prevalence of officials who use public positions for personal gain, the government's ability to eradicate corruption and enforce effective integrity.

Meanwhile, aspects that are not measured are the perception or experience of citizens of corruption, tax fraud, illicit financial flows, to money laundering and the informal economy and market.
